"Greening of Policies – Interlinkages and Policy Integration" was the title of the Fourth Berlin Conference on the human dimension of global change. Organised by the Environmental Policy Research Centre of the Freie Universität Berlin, the conference took place on 3 and 4 December 2004 in Berlin. Ecologic Fellows Benjamin Görlach and Markus Knigge presented their work on transparency in export credit agencies.

The international conference was attended by more than 100 decision makers and scientists, among them Hendrik Vygen, Director General for International Cooperation at the German Ministry for the Environment, Olivia Castillo, President of the Asia Pacific Roundtable for Sustainable Consumption and Production, Oran Young, Bren School of Environmental Science and Management at the University of California and Frans Berkhout, Director of the Institute for Environmental Studies at the Vrije Universiteit Amsterdam.

At the conference, Benjamin Görlach und Markus Knigge gave the presentation "Light at the end of the tunnel? Participation and Transparency in Export Credit Agencies' Cover Decisions". The presentation covered the current practices of several OECD Export Credit Agencies and the negotiation process for common transparency standards within the OECD. The presentation concluded with the question what role civil society can and should play in the work of Export Credit Agencies.
