This study supports the Joint Research Centre in a pilot project on the "certification of low carbon farming practices in the European Union". An EU-wide survey of data availability for a carbon calculator tool is carried out, along with the testing of the tool and assessment of policy options for promoting its use.

Agriculture plays an important role in climate change mitigation efforts. The direct emissions of Greenhouse Gases (GHG) from agriculture account for around nine percent of total EU-27 emissions. Specifically, agriculture is the most important source of two powerful gasesRead more

Challenges, Expectations, Speeds and Flexibility

This paper, presented during the Sixth Biennial International Conference of the European Community Studies Association in 1999, examines the implications of the planned EU enlargement for European environmental policy.

The inclusion of ten additional countries from Eastern Europe represents a challenge especially for environmental policy, as it is unclear if the accession countries will be able to meet the EU obligations in this policy field. The authors, Alexander Carius, Ingmar von Homeyer, and Stefani Bär (all Ecologic Institute), analyze what an...Read more

In his article in the "Zeitschrift für Umweltrecht," Nils Meyer-Ohlendorf (Ecologic Institute) analyzes what consequences the Treaty establishing a Constitution for Europe would have for environmental policy. This treaty was signed in 2004 but did not come into force as it was not ratified. The author focuses on the institutional architecture of the European Union, which would undergo some changes due to the treaty.

Specifically, he examines how the treaty strengthens or weakens the political positions of the European Council, the Council of Ministers, the Commission, and the...Read more

In the article "Die Zukunft bleibt ungewiss" published in "Politische Ökologie," R. Andreas Kraemer, Director of Ecologic Institute, Daniel Blobel, and Eduard Interwies (both also of Ecologic Institute) discuss the future prospects of the German eco-tax. The authors are of the opinion that an abolition of the tax is not very probable, but neither are the necessary reforms.

As the tax partly creates incentives that contradict its original intention, its structure still needs to be improved, e.g., with respect to exemption clauses for particularly energy-intensive industries. In this...Read more

Environmental policy is one of the most important policy fields in Germany. However, little knowledge exists about the roots and development of environmental policy or the political consultancy in this field. In this project, these developments shall be traced by applying the "oral history" method. 21 interviews will be held with experts from the environmental field. The interviews will be documented on the project website.

The project aims to conduct oral history interviews on the emergence and development of scientific policy advice in the field of environmental policy, therebyRead more
