From Oceans Policy to Observation in a Changing World

The Lisbon Conference 2010 "A Unified Approach for Sustainability in a Changing World: From Ocean Policy to Observation" linked activities to support integrated governance for effective implementation of coastal management and ocean policies.  Supported by the Coastal Services Center of the US National Oceanic and Atmospheric Administration (NOAA) and hosted by the Luso-American Foundation, the conference focused on core indicators for coastal adaptation and ecosystems of the North Atlantic.  The Marine Policy and RADOST project teams of Ecologic Institute providedRead more

Legality of measures addressing carbon leakage

Differences in national climate protection policies can lead – at least in principle – to ‘carbon leakage’, i.e. the relocation of industries to countries with less stringent climate change legislation and a subsequent increase in greenhouse gas emissions in those countries. In a legal study for the German Federal Environmental Agency (UBA), the Ecologic Institute and WTI Advisors analyse whether measures to address carbon-leakage are compatible with EU and WTO law. The study is available for download.Read more

Land Use Strategies outside Scotland

The development of Scotland's first Land Use Strategy offers a landmark opportunity to define the way Scotland's land is used for generations to come and in particular to deal with the mitigation and adaptation efforts required under the recently enacted Climate Change (Scotland) Act 2009. The aim of this research project is to set out the existing evidence base on land use strategies (or similar) outside Scotland.Read more

Cooperation across the Atlantic for marine governance integration (CALAMAR)

As the impacts of climate change and global demand for marine resources have increased, the development of an integrated, holistic marine governance framework has become a key goal for both the EU and US. Recent policy events on both sides of the Atlantic provide a window of opportunity to significantly improve marine governance in national and international waters. To this end, the Ecologic Institute led a transatlantic project team that convened a multi-stakeholder dialogue allowing experts from the EU, US and other regions to develop best practices for integrated marine management.Read more

Assessment of Proposals on Climate Tech Transfer

Technology transfer is one of the central issues in the international climate negotiations, reflecting a general consensus that effectively mitigating climate change and adapting to it will require the wide-spread use of climate-friendly technologies. Despite this consensus, many of the details – such as funding, institutional mechanisms and the role of intellectual property – remain controversial. Through this project, the Ecologic Institute examined national and international proposals made in the context of recent UNFCCC technology negotiations. Prospective rules andRead more

Global Carbon Market Institutions: An Assessment of Governance Challenges and Functions in the Carbon Market

In late 2008, British Prime Minister Gordon Brown commissioned his Special Representative on Carbon Trading, Mark Lazarowicz MP, to draft a report identifying the current role of emissions trading systems and possible  challenges going forward. Michael Mehling of the Ecologic Institute in Washington DC was asked to prepare one of  four background papers for the main report. Transatlantic Dialogue on Precaution, Risk and Regulation

Differences in the approaches to risk assessment and management, and the development of regulation under conditions of uncertainty are important sources of friction between the US and the EU. A transatlantic dialogue entitled "The Reality of Precaution", managed by the Duke University Center for Environmental Solutions and the Group of Policy Advisors of the European Commission addresses the application of the precautionary principle in practice. With sponsorship from the German Marshall Fund of the United States (GMF), R. Andreas Kraemer participates in and contributes to theRead more

Integrating Mainstream Economic Indicators with Sustainable Development Objectives (IN-STREAM)

in-streamMainstream economic indicators such as GDP are useful measures with great influence on public and private decisions, but they are flawed as measures of human welfare and give little feedback on progress on environmental goals and sustainable development.
