Environmentally Harmful Subsidies in the Water Sector

This study aims at validating the Pieters' checklist approach for detecting environmentally harmful subsidies and to assess its applicability to the water sector.

At a workshop organised by the OECD in November 2002 on "Environmentally Harmful Subsidies", a "checklist" for classifying subsidies via a quick scan was presented. The so-called Pieters' checklist ranks subsidies according to their (possible) environmental harm and aims at assisting governments that want to reduce subsidies in their choice, by singling out preferable options for subsidy reform.

With this project conducted for the OECD, Ecologic aims at validating Pieters’ checklist approach for detecting environmentally harmful subsidies and to assess its applicability to the water sector. The project pinpoints the limitations of Pieters' checklist when applied to water services and the details in which way the checklist would need to be adapted in order to fully capture the interlinkages between subsidies and the water sector.
