Legal Implementation of the European Directive on Emissions Trading

January 2005 to March 2006
In order to implement its obligations to reduce greenhouse gas emissions, as required under the Kyoto Protocol, the European Community elaborated a directive establishing a community-wide greenhouse gas trading system. Ecologic has been commissioned by the German Federal Ministry for the Environment to analyse the legal framework for implementing the directive in Germany and also to draft the implementing legislation. In addition Ecologic developed provisions for the implementation of the flexible Mechanisms under the Kyoto Protocol. Read more

Trade, intellectual property rights and sustainable development (IPDEV)

January 2005 to June 2006

Intellectual property right (IPR) rules have strong impacts on economic growth, environmental protection and social objectives. Within the IPDEV project Ecologic identifies IPR-related policies which are supportive to sustainable development goals. Based on quantitative and qualitative analysis it is investigated how especially EU-candidate countries and developing countries can take maximum advantage of IPRs rules to support sustainable development.

The federal bill addressing non discriminatory network access in the energy sector will significantly reform the existing legal framework for grid operators in Germany. A crucial aspect of the reform is the strengthening of rules for vertically integrated energy companies active in production and distribution as well as grid operation. In her publication, Dr. Camilla Bausch critically analyses and evaluates unbundling rules for the electricity sector against the background of lawmakers' objectives - including promoting competition, reducing conflict of interest cases and quelling market distorting activities. Capacity Building in the New Member States on Further Climate Change Action (post-2012)

December 2004 to December 2007

This project convened about 350 participants from business, politics, academia and civil society in a series of 10 events. Ministers of Environment of the respective host country opened these meetings. These events were intended to prepare the ground for further discussion in the new EU Member States (NMS) and Candidate Countries (CC) on further climate change action (post-2012) and to create additional public awareness.

Datengrundlage Emissionshandel in Deutschland

The National Allocation Plan (NAP) stipulates the rules for the allocation of allowances to the installations participating in emissions trading. The allowances are allocated on the basis of the actual CO2 emissions of the individual installations. To determine the quantity of emissions, data was gathered on a voluntary basis through a comprehensive data enquiry by the German Federal Ministry for the Environment. Towards a Stronger System of International Environmental Governance

Launched in 2003, a French Initiative gave new impetus into the debate about upgrading UNEP to a United Nation Environment Organisation (UNEO). In this context Ecologic - in cooperation with IDDRI - organizes a conference in May 2005. Legal Implementation of User Charges for Global Environmental Goods

November 2004 to July 2005
International airspace and the high seas are global environmental goods with traditionally unrestricted access. The ensuing environmental impact can be addressed through user charges for air- and sea-traffic. This project assessed the legal conditions for the application of such charges in international, European Community and domestic law.
