Renewable Energy Sources Act (EEG) - Legal questions

July 2005 to June 2007
Ecologic acts as a consultant to the German Federal Ministry for the Environment for the legal implementation of the tasks resulting from the amended Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz, EEG). The project focuses on answering the judicial questions related to the creation of a register of installations. In addition, questions related to the Renewable Energy Sources Act shall be analysed in the context of the revision of the German energy laws. Furthermore a legal analysis and evaluation of the current "mix of instruments" in the field of climate protection and energy supply will be carried out - involving the developments at european and international level. The different renewable energy support schemes will be studied and compared with the Renewable Energy Sources Act. Read more

Soil Protection and Renewable Resources

The increased use of renewable resources has several positive environmental effects in comparison to the use of fossil fuel. Nevertheless, with an extended cultivation of energy crops and other renewable resources, there may also be negative consequences on soil quality. Institutional Design of International Climate Policy

May 2005 to March 2007
The project objective is to provide expert policy advice to the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety in the field of international climate policy. The topic areas of Ecologic are the institutional design and organisation of the international negotiation process in the context of the UN Framework Convention on Climate Change and its Kyoto Protocol, as well as the further elaboration of the compliance system of the Kyoto Protocol. Legal Implementation of the European Directive on Emissions Trading

January 2005 to March 2006
In order to implement its obligations to reduce greenhouse gas emissions, as required under the Kyoto Protocol, the European Community elaborated a directive establishing a community-wide greenhouse gas trading system. Ecologic has been commissioned by the German Federal Ministry for the Environment to analyse the legal framework for implementing the directive in Germany and also to draft the implementing legislation. In addition Ecologic developed provisions for the implementation of the flexible Mechanisms under the Kyoto Protocol. Read more

Trade, intellectual property rights and sustainable development (IPDEV)

January 2005 to June 2006

Intellectual property right (IPR) rules have strong impacts on economic growth, environmental protection and social objectives. Within the IPDEV project Ecologic identifies IPR-related policies which are supportive to sustainable development goals. Based on quantitative and qualitative analysis it is investigated how especially EU-candidate countries and developing countries can take maximum advantage of IPRs rules to support sustainable development.

Capacity Building in the New Member States on Further Climate Change Action (post-2012)

December 2004 to December 2007

This project convened about 350 participants from business, politics, academia and civil society in a series of 10 events. Ministers of Environment of the respective host country opened these meetings. These events were intended to prepare the ground for further discussion in the new EU Member States (NMS) and Candidate Countries (CC) on further climate change action (post-2012) and to create additional public awareness.

Towards a Stronger System of International Environmental Governance

Launched in 2003, a French Initiative gave new impetus into the debate about upgrading UNEP to a United Nation Environment Organisation (UNEO). In this context Ecologic - in cooperation with IDDRI - organizes a conference in May 2005. It is the conference's objective to discuss and explore the potential benefits of a UNEO. 2004 Nobel Peace Prize Winner Prof. Wangari Maathai as well as Federal Minister of Environment Juergen Trittin will be among the conference's speakers.Read more

Specific Needs of Developing Countries - Design Option for a UNEO

Launched in 2003, the "French Initiative" gave new impetus into the debate about upgrading UNEP to a full-fledged UN Agency. In this project, Ecologic analyses the specific challenges for developing countries in implementing international environmental policies. Legal Implementation of User Charges for Global Environmental Goods

November 2004 to July 2005
International airspace and the high seas are global environmental goods with traditionally unrestricted access. The ensuing environmental impact can be addressed through user charges for air- and sea-traffic. This project assessed the legal conditions for the application of such charges in international, European Community and domestic law. Public Procurement and Forest Certification

November 2004 to November 2005
The project aims to support the implementation of third party certification schemes, such as FSC, in the context of public procurement. As several EU Member States are planning to develop public procurement programmes to encourage sustainable forest management, it is timely to undertake thorough analysis of the linkages between public procurement and forest certification.Read more

Renewable Energy Sources Act (EEG) - Register of installations

The amendment of the Renewable Energy Sources Act (EEG) provides for a register of installations for the purpose of increasing transparency and simplifying the nation-wide equalisation mechanism. Ecologic is supporting the German Federal Ministry for the Environment in answering the legal questions in this context. The observation and analysis of the revision of the German energy laws under the viewpoint of its impacts on the promotion of renewable energies ist another main focus of this project. Read more

Waste Reduction and Recycling Through Extended Producer Responsibility

August 2004 to February 2005
In order to support the Austrian Federal Ministry for the Environment in the development of a waste reduction and recycling strategy for the Austrian Waste Management Plan 2006, Ecologic completed the study “Waste Avoidance and Recycling on the Basis of Producer Responsibility”. The study features a detailed analysis of extended producer responsibility as a policy instrument for waste-reduction and increased recycling in Austria. The focus is on the characteristics of successful extended producer responsibility programmes and the preconditions necessary for their successful implementation. Legislative Reforms of the German Energy Law

The reform of the energy law - initiated on the grounds of new EU directives - has led to a fundamental paradigm shift in Germany. Ecologic is supporting the German Federal Ministry for the Environment by assessing the revised energy law (Energiewirtschaftsgesetz - EnWG) and its regulations drafted by the Federal Ministry of Economics and Labour, paying particular attention to the environmental aspects. The study analyses and evaluates the enforcement of environmental Community law by German administrative law as well as the national law of the EU Member States. The Water Framework Directive stipulates the implementation of measures for a step-wise reduction and phase-out of emissions and losses of a group of 33 priority and priority hazardous substances. National Allocation Plan for the European Emissions Trading System

July 2003 to March 2004
In order to comply with the European directive on emissions trading  the Member States have to establish so-called national allocation plans within a very short time frame which state the total number of allowances to be allocated and the rules of allocation. To establish such a plan in Germany, it is necessary to conduct an extensive data collection in order to understand the emissions of each installation which is covered by the directive. Read more
