Improving Europe's Climate Policy Toolbox to Reach the 2050 Low-Carbon Targets

From 1 June to 11 June 2015, the meeting of the Subsidiary Bodies for the UN climate negotiations in the lead up to COP21 took place in Bonn (Germany). Members of the CECILIA2050 consortium hosted a side event entitled "Improving Europe's Climate Policy Toolbox to Reach the 2050 Low-Carbon Targets: Insights from the CECILIA2050 Project."

The session focused on lessons learned from the three year research project as well as key insights from the project's final stage of work, which serves as a synthesis and summary of options for EU climate policy in the short and long term, i.e., before and after 2030 respectively.

During the event, Ecologic Institute's Head of Climate, Matthias Duwe, provided an overview of the CECILIA2050 project, concentrating on the various stages of work and key princples of methodology. 

Paul Drummond [2], UCL, then presented a list of challenges to the decarbonization of Europe's economy, such as electricity market reform, electrification of mobility and infrastrucuture choices in the face of policy uncertainty.

Benjamin Görlach, Head of Economics at Ecologic Institute, underlined the role of a carbon price, describing three possible scenarios for the development or absence of carbon pricing as a part of the EU's climate policy toolbox. The presenation further argued that the optimal time frame for a strong price signal from the EU ETS may be diminishing rapidly or have already passed.
