On 5 November 2003 Prof. Peter M. Haas gave a guest talk at Ecologic, Berlin. His presentation entitled "UN-Reform and the Future of UNEP" provided a basis for a lively discussion with Ecologic's scientists on international environmental regime development. His paper 'Is there a Global Governance Deficit and What Should be Done About It?', based on the presentation to Ecologic, is now available for download.

Peter M. Haas is a professor of political science at the University of Massachusetts at Amherst. He joined the University in 1987 and is internationally respected in scholarly and policy communities for his expertise on international environmental cooperation. He received a Ph.D in political science from the Massachusetts Institute of Technology. He has published widely on international environmental subjects and on international relations theory. He has consulted for the Commission on Global Governance, the United Nations Environment Programme, United States Department of State, United States Environmental Protection Agency, United States National Academy of Sciences, the American Association for the Advancement of Science, and the World Resources Institute.

Further professional activities: Commission on Global Governance, Member of the editorial board of Journal of European Public Policy, Global Environmental Politics, Policy Studies Journal, and MIT Press Series on Politics, Science and the Environment. He has also served as a consultant to various UN agencies.

Publications:
He has published widely on international environmental subjects, including pollution control in the Mediterranean, pollution control in the Baltic and North Seas, UNEP's regional seas programs, stratospheric ozone protection, and international environmental institutions. He has also published works on international relations theory, focusing on the interplay between knowledge and power in international policy coordination.
Most recent publications include "Pragmatic Constructivism and the Study of International Institutions" Millennium 2003, "Consturcting Environmental Security from Resource Scarcity" Global Environmental Politics 2002, and "UN Conferences and Constructivist Governance of the Environment" Global Governance 2002. The most recent being "The Multilateral Environmental Governance Regime" 2003.
