Wie demokratisch ist Europa? Wird es schlechter? Wird es besser? Ist das überhaupt von Belang? Und sollte es das sein? Das European Public Space Observatory Projekt (EUROPUB) trägt Informationen zusammen, die es erlauben sollen, den Stand der europäischen Demokratie darzustellen, zu überwachen und ihre Entwicklung zu verfolgen. Dies ist gerade im Zusammenhang mit der gegenwärtigen Entstehung neuer institutioneller Konstellationen einerseits interessant und der Entwicklung soziopolitischer Methoden und Verfahren innerhalb der Europäischen Union andererseits; vor allem bezüglich des fortschreitenden Verlaufs der europäischen Integration.

Durch die europäische Integration eröffnet sich ein neues Themenfeld – die europäische Gesellschaft. Eine Reihe von alten Fragen, welche Bürgerschaft, Demokratie, Regierung und Institutionen betreffen, müssen für die europäische Ebene neu gestellt werden. Dabei handelt es sich nicht nur um rein akademische Fragestellungen, sondern ebenso um politische Belange auf europäischer Ebene wie auf der Ebene der Mitgliedsländer.

In seinem Beitrag untersucht Ingmar von Homeyer das Vorhandensein von partizipativen Elementen in europäischen Entscheidungsprozessen anhand von drei Politikfeldern: Regulierung der Biotechnologie/Revision der Richtlinie zur Freisetzung genetisch veränderter Organismen, europäische politische Werte/die ‚Sanktionen’ gegen Österreich/Revision des Artikels 7 des EU-Vertrages sowie die Beschäftigungspolitik/Europäische Beschäftigungsstrategie.
