The report maps out four policy avenues for how the EU could attain climate neutrality. The policy avenues consist of a mix of policy instruments sequenced over time, and the institutional arrangements to deliver them. Each policy avenue embodies a different paradigm, i.e., a different approach to (climate) policymaking. They thus sketch different paths that the EU could follow to align its climate policy with the goal of climate neutrality by 2050.

The policy avenues were developed with expert stakeholders in a policy lab, consisting of several workshops. The experts were given the task to sketch what transformative EU climate policy could look like when following one of the four paradigms. The resulting policy avenues were further developed by the research team and are described in the report.

The 4i-TRACTION Community of Experts Coffee Hour format is one of the stakeholder engagement activities. This dynamic series of Coffee Hours addresses and engages members of the "Community of Experts", a select group of experts with different backgrounds on the "4Is" of the project: Innovation, investment, infrastructure and integration. Each session explored critical issues in EU climate and energy policies, fostering an open and insightful exchange under the Chatham house rule.

In this 4th episode, together with investment and finance experts Julie Evain (I4CE) and Thomas Pellerin-Carlin (I4CE), we unpack the regulatory framework for mobilizing green investments that are needed for a climate-neutral future. The annual climate change summit in 2023 (COP28) took place in Dubai, UAE. Negotiators from all around the world assembled to discuss the implementation of the Paris Agreement, undertaking the first ever global stocktake of progress towards meeting these goals. Ecologic Institute attended the talks with a delegation of four colleagues, providing legal advice to the EU delegation and discussing insights from ongoing research on innovative policy instruments.

The 4i-TRACTION research has identified additional instruments with untapped potential and possible game changer qualities, that can help tackle challenges of transformative change other policies struggle to address. In this side event, the 4i-TRACTION project presented three policy instruments that can support transformative change: transition plans for banks, public procurement for climate neutrality and integrated infrastructure planning.

This paper addresses a gap by providing a conceptual basis to further the understanding of security implications of the EU’s transformation to a net-zero economy. It first defines the aspects of security under consideration (Section 2) and proposes a typology to classify fossil fuel exporting countries based on their exposure to world market prices, their capacity to adjust and their importance to the EU in terms of security issues (Section 3). It then takes stock of policy options that can be adopted in other countries to reduce adjustment costs to a changed economic environment (Section 4) and discusses how the EU can support these policies (Section 5). Finally, it highlights key implications for EU policy makers (Section 6).
