What Is climate policy Integration?

The cross-cutting nature of climate change requires that climate policies are aligned across all sectors and move away from incremental policymaking practices – often characterized by 'silo' thinking. This ensures coherent consideration of climate policy objectives and targets, fostering synergies and complementarities among policies. To achieve this so-called mainstreaming, all branches of government and institutions must coordinate at all stages of the policymaking process.

How do EU legal and governance frameworks contribute to climate policy integration?

In this 5th episode of CLIMATE ON AIR, we discuss with climate policy integration experts Kati Kulovesi (University of Eastern Finland, UEF) and Sebastian Oberthür (Vrije Universiteit Brussels, VUB) about the essential role of climate policy integration on the path to the EU's climate neutrality transition. We delve deeper into the EU's legal and governance aspects that are necessary for successful climate policy integration, highlighting the significant role of the European Climate Law in setting a legally binding climate neutrality target, alongside the EU Governance Regulation. The annual climate change summit in 2023 (COP28) took place in Dubai, UAE. Negotiators from all around the world assembled to discuss the implementation of the Paris Agreement, undertaking the first ever global stocktake of progress towards meeting these goals. Ecologic Institute attended the talks with a delegation of four colleagues, providing legal advice to the EU delegation and discussing insights from ongoing research on innovative policy instruments.

The 4i-TRACTION research has identified additional instruments with untapped potential and possible game changer qualities, that can help tackle challenges of transformative change other policies struggle to address. In this side event, the 4i-TRACTION project presented three policy instruments that can support transformative change: transition plans for banks, public procurement for climate neutrality and integrated infrastructure planning.

This paper addresses a gap by providing a conceptual basis to further the understanding of security implications of the EU’s transformation to a net-zero economy. It first defines the aspects of security under consideration (Section 2) and proposes a typology to classify fossil fuel exporting countries based on their exposure to world market prices, their capacity to adjust and their importance to the EU in terms of security issues (Section 3). It then takes stock of policy options that can be adopted in other countries to reduce adjustment costs to a changed economic environment (Section 4) and discusses how the EU can support these policies (Section 5). Finally, it highlights key implications for EU policy makers (Section 6).
