This project aimed at specifying the first draft of the German guidance document for the economic analysis according to the EU Water Framework Directive. The revision process was based on the analysis of the WATECO Guidance Document as well as on experience gained through the Middle Rhine and Lippe pilot projects. On 15 January 2003, the revised version of the German Guidance Document was discussed and presented to the interested public.

Background

In December 2000, the EU Water Framework Directive (WFD) was passed by the European Parliament and the Council of the European Union. The Directive requires each Member State to carry out an economic analysis of water uses for each River Basin District or for the part of an international River Basin District falling within its territory. This economic analysis has to be completed four years after the date of entry into force of the directive (2004). As the technical specifications for undertaking the economic analysis are relatively vague, several activities aim at making the relevant requirements more concrete. A first interpretation and specification of the content of the economic analysis was produced by Ecologic in 2001 in the preceding project on behalf of the German Federal Environment Agency.

Project Objectives

The aim of this project was to further specify the first draft of the German "Guidance Document" for the economic analysis according to the EU Water Framework Directive and to make it applicable for a countrywide implementation. To this end, Ecologic analysed the EU WATECO Guidance Document and tested its applicability to the German context. Furthermore, experience gained in the Middle Rhine and Lippe pilot projects was integrated into this revision process. The finalisation of the German Guidance Document was conducted in close co-operation with the working group on environmental economics of the Länderarbeitsgemeinschaft Wasser (LAWA). At a workshop on 15 January 2003, the revised version of the German Guidance Document was presented to and discussed with the interested public.
