The 15th Conference of the Parties to the Convention on Biological Diversity (CBD COP15) marked a pivotal moment in global efforts to conserve and restore biodiversity. Held in December 2022, the conference produced the ambitious Kunming-Montreal Global Biodiversity Framework (GBF), which outlines a clear mission to halt and reverse the loss of biodiversity by 2030 and ensure humanity can live in harmony with nature by 2050.

Based on policy developments and scientific evidence, this paper analyses the outcomes of the CBD COP15, specifically the adoption of the GBF and its implications for the UN Decade for Ecosystem Restoration. Delving into the GBF's long-term status goals for 2050 and 23 action goals for 2030, the paper highlights the importance of Action Target 2, which calls for initiating effective restoration processes in at least 30% of all degraded terrestrial, inland water, coastal, and marine ecosystems by 2030. It also explores how the UN Decade's global network, knowledge pool, and expertise can significantly contribute to the successful implementation of the GBF's restoration goals.

The paper presents policy recommendations to ensure that the GBF's ambitious targets are met in a timely and effective manner. These recommendations include considering both natural and human-modified ecosystems for restoration, clarifying key GBF terms, enhancing cross-sectoral cooperation, and aligning national biodiversity strategies with global objectives while addressing drivers of ecosystem loss and degradation. The paper underscores the importance of sensibly planned, cost-effective, and integrated restoration measures that encompass both active and passive approaches, and the need for securing adequate funding and capacity building. By leveraging the UN Decade for Ecosystem Restoration's public outreach, awareness-raising work, advisory services, task forces, and best practices, these policy recommendations are instrumental in accomplishing the CBD COP15 objectives and ultimately fostering a future with thriving biodiversity and restored ecosystems.
