How do international environmental regimes contribute to environmental protection? Analysing international co-operation on the protection of the ozone layer, the prevention of oil pollution by tankers and the regulation of whaling, the author concludes that:

  • Firstly, there are mechanisms available to prevent actors from reducing negotiations to the least common denominator.
  • Secondly, environmental regimes can initiate changes in behaviour that lead to better environmental protection.
  • And thirdly, the conditions for further progress can be improved by feedback mechanisms.

This book makes an important contribution to the current discussion on the effectiveness of international environmental policy by showing how to more rigorously evaluate international environmental regimes, and it contains practical consequences for their organisation.
