The Lisbon strategy was re-launched in 2005 with a strengthened focus on growth and jobs across Europe but also with an emphasis on coherence with the Sustainable Development Strategy. The objective of this project is to develop a methodology for assessing to which extent the environmental component has been taken into account in the National Reform Programms (NRPs) and how committed the Member States are to delivering their pledges made. NRP are key tools for the implementation of the renewed Lisbon Strategy.

The Project will create an instrument that supports the European Commission in monitoring the progress of the implementation of NRPs by the Member States, in particular in relation to environmental issues in the light of Guideline 11. In addition and to a limited extent, the project intends to take into account the relationship between environmental policies and the related policy areas of transport, energy and agriculture as featured in the NRPs.

To achieve its objectives, the project will carry out the following tasks: A set of indicators will be developed which will allow to measure the progress of Member States in implementing the environmental goals of the NRPs. The indicators should not address the state of the environment, but focus on developments in the policy process. In a second step, the indicators will be tested in four Member States. Country profile sheets for all Member States will be drafted which present the results of the tests and the data corresponding to the individual indicators.

Ecologic leads the consortium of Institutes. The project represents the seventeenth project within the framework agreement with the Environment Directorate-General of the Economic Analysis in the Context of Environmental Policies and of Sustainable Development.
