Samir Mamamdov is an Intern in Ecologic Institute’s Climate Programme. His research and interests focus on European environmental policies. He is fluent in English and Azerbaijani, speaks Russian proficiently and has knowledge of Turkish.

As part of the Climate & Energy topic team, Samir Mammadov supports research on climate policy monitoring and evaluation. His work includes desk research, literature reviews, and policy analysis, with a particular focus on the development and assessment of key performance indicators (KPIs) for climate-related indicators. He contributes to projects such as Ariadne and the European Climate Neutrality Observatory (ECNO), where he works on strengthening climate indicator frameworks, evaluating policy performance and developing monitoring mechanisms.

Alongside his academic studies, Samir Mammadov has gained professional experience in climate resilience, sustainability compliance, and environmental governance. He has worked with the Municipality of Breda (the Netherlands) on climate resilience, supported sustainability compliance activities at ASML, and conducted research on governance and environmental justice at Wageningen University & Research (WUR). He has also volunteered at the European Youth Parliament and worked with topics connected to EU committees (Environment, Public Health and Food Safety (ENVI), Transport and Tourism (TRAN); Climate Change (CLIM), etc.). 

Samir Mammadov holds a bachelor's degree in Environmental Science for Sustainability, Ecosystems and Technology from Avans University of Applied Sciences (the Netherlands) and is currently pursuing a master's degree in Urban Environmental Management at Wageningen University & Research (the Netherlands).

The European Climate Neutrality Observatory (ECNO) aims to help ensure the EU achieves climate neutrality by providing scientifically rigorous analysis of economy-wide progress and an independent check on EU climate policy processes. ECNO analyses the data underlying a comprehensive set of progress indicators to present a unique, up-to-date picture of the whole economy and identify any gaps in data collection, benchmarking, and monitoring that need to be addressed. Ecologic Institute has developed an indicator framework in a previous project that ECNO's methodology is based on.

Project
 
The Ariadne project shows ways in which the climate goals can be achieved. The focus is on research for energy transition strategies, their systemic effects, and which sectoral interactions arise as a result. The project investigates policy instruments to help achieve climate goals in an efficient and socially balanced way. With the help of evidence-based assessments, the scientific basis for shaping the energy transition is to be expanded and any learning processes in politics and science are to be triggered.
