The objective of this Handbook on the Water Framework Directive is to explain the directive's main contents and innovations. The book was published in 2002 with a contribution from Ecologic's Eduard Interwies and R. Andreas Kraemer. It is mainly directed at administrative bodies that implement the Water Framework Directive in Germany.

Parts of the book are dedicated to the implementation of the Water Framework Directive into German law. To this end, new objectives, new methodological approaches, instruments and institutions are utilized. The need for action is discussed, open questions are addressed, and pragmatic ways of solving the problems are presented.

This policy handbook for the EU-Water Framework Directive (WFD) has been published as a 2nd, fully updated edition in 2006.
