Peter Beyer's doctoral thesis focuses on an analysis of the integrated concepts of the Council Directive 96/61/EC on integrated pollution prevention and control (IPPC-Directive) and its implementation in the German Federal Emissions Control Act, as well as in the Draft of the German Environmental Code.
The thesis demonstrates the impact of European environmental law on German administrative law by presenting as an example the IPPC-Directive. In the first part Peter Beyer examines the requirements of the Directive and identifies the ways in which the Expert Commission for the draft of the German Environmental Code and the German government in its draft law implemented these requirements. In the sections that follows, he analyses the impact of the Directive on the structure of German law which determines the permitting of industrial activities.
