This case study reviews the effectiveness of EU-level policies and measures for addressing the impacts of climate change on water, conflict and human security. It draws attention to gaps in the current policy framework and outlines actors' expectations and demands for a future framework. The case study is available for download.

The wide scope of the United Nations system permits coverage of a wide range of issues, but encounters challenges with institutional coordination, conflicting state interests and limited control over national or sub-national developments. Cross-sectoral work on climate, water, human security and conflict is limited, but improving. Overall, initiatives focusing on information collection and sharing, capacity-building and promoting cooperation are considered to have the highest potential for addressing climate and water-related human insecurity and conflict. The water and waste water sector is facing challenges to assure safe, cost-effective and sustainable water supply and sanitation services. DEMEAU promotes the uptake of new knowledge, prototypes and practices enabling the water cycle sector to face emerging pollutants and thus securing water and waste water services and public health. Ecologic Institute created the DEMEAU website. It presents the project and its outputs and contains an internal area for project management and collaborative writing.

The CECILIA2050 project makes recommendations on how a suitable mix of instruments could be used to enable the EU to meet the 2050 greenhouse gas emission targets adopted by EU leaders in 2009. The project website was designed and programmed by Ecologic Institute and serves as a platform where publications, news and events are shared. The internal area gives research partners access to drafts, discussions and partners' contact data.

The EU research project DYNAMIX identified dynamic and robust policy mixes that support absolute decoupling of the EU's resource use and associated environmental impacts from economic activities. As part of the Berlin Program of Duke University of Durham, North Carolina, R. Andreas Kraemer will this fall again teach on European integration and environmental policy in the context of transatlantic relations.

As part of the ELEEP Network’s ongoing investigation of the changing energy landscape in Europe and the United States, ten ELEEP members participated in a study tour to Denver, Colorado and San Francisco, California from 19 to 24 August 2012. This trip served as a counterpoint to earlier trips to Germany/Austria in August 2011 and Germany/Denmark in March 2012, augmenting the European perspective with current information from the United States.

Ecologic Institute and Perspective GmbH analysed the role of German companies in the CDM and JI markets in this report funded by the German Federal Environment Agency. German producers of environmental technology hold leading positions on the world market today and are expected to do so in the future. However, German technology providers do not play a major role in CDM/JI projects: the share of German technology in CDM projects is less than 20%. In this article published in Conservation Letters, members of the interdisciplinary Research Group on Ecosystem Services examine the possibilities and perspectives for a reorientation of the EU's Common Agricultural Policy (CAP). The authors find that the current reform proposals do not take into account the knowledge generated by ecosystem research. They argue that the CAP should be reformed such that it serves as an instrument to safeguard ecosystem services from agricultural land.

This study developed a detailed assessment of the potential threats, risks, damage costs, and existing adaptive capacities of Member States in the realm of the CAP and Cohesion Policy, as well as an appraisal of options and strategies through which the CAP and Cohesion Policy can adapt to a changing climate. The study makes recommendations and offers guidance to public authorities in Member States on how to mainstream climate into and climate proof expenditures and measures under Cohesion Policy and the CAP. The study findings are of direct relevance for the programming of CAP and Cohesion Policy expenditures under the next EU Multi-Annual Financial Framework from 2014 to 2020. The economic valuation of biodiversity and ecosystem services has become a widespread tool to inform policy-makers about the consequences of environmental change. Assessments of environmental impacts at large geographic scales have led to growing policy and academic interest in transferring ecosystem service values from existing valuation studies to other ecosystem sites at a large geographic scale. This paper, published in Environmental and Resource Economics, proposes a methodology for scaling up ecosystem service values to estimate the welfare effects of ecosystem change at this larger geographic scale.

This is the short version of a longer analysis of the effectiveness of policy frameworks for addressing hydro-climatic hazards and their impacts on human security and conflict, which is based mainly on interviews conducted with policy-makers and experts in Ethiopia, Morocco, Israel and the occupied Palestinian Territories (oPT), as well as representatives of the EU and the UN. In July 2012, the sixth ICAP Summer School on Emissions Trading brought together experts from emerging economies and developing countries to learn about emissions trading as a tool for climate protection and to discuss the options of implementing such systems in developing countries. The Summer School in Dublin was the sixth of its kind and continues a series of past ICAP events held in Berlin, The Hague, Beijing, Madrid and Alajuela (Costa Rica). It was attended by 29 mid-career professionals from 12 countries. Michael Mehling, Benjamin Görlach and Miriam Schröder led the course.
