In an Environmental Policy Lecture on Sustainable Consumption and Production – Public Policies for Changing the "European Way of Life", R. Andreas Kraemer presented the international framework and current activities in Europe and Germany. Faculty and students attended this event at Duke University, Durham, NC, on 21 September 2004 and engaged in a lively debate.
"Risk Management in a Complex World" was the theme of the 4th Transatlantic Dialogue on Precaution, held at Duke University, Durham, NC, USA, on 19-21 September 2004, and hosted by the Duke Center for Environmental Solutions. R. Andreas Kraemer, who attended also the previous dialogues in the series, contributed as discussant on ozone depletion and climate change.
After extensive discussions and despite reasonable fears of failure, in June 2004 EU leaders finally adopted the Constitutional Treaty, which will replace the Nice Treaty. After signing the Constitutional Treaty in autumn 2004, Member States will have two years to ratify it. This article presents an environmental analysis of the draft Treaty as submitted by the Convention on the Future of Europe in July 2003.
This book is the result of a European project on heavily modified water bodies, carried out in the context of the Common Implementation Strategy of the EU Water Framework Directive (WFD). It presents and synthesises the results of thirty-four European case studies on the identification and designation of heavily modified water bodies.

Based on a description of the relevant national and European guidelines for the implementation of the WFD and a case study analysis of the prevailing pressures on German water bodies, an exemplary catalogue of applicable measures and instruments were compiled. The included measures and instruments are described in greater detail in data sheets contained in the annex. The study differentiates between concrete technical measures and administrative, economic and informational instruments, which facilitate and support the implementation of the measures.
This article focuses on the elements of the Water Framework Directive referring to transboundary water courses and analyses the current need for their improvement throughout Europe in order to mitigate the effects of flooding.
Policy learning among nations and the exchange of experience play an important role in improving environmental management and policy. To facilitate the exchange between water experts from Central America, the Inter-American Development Bank organised a workshop on Integrated Water Resources Management, which was held in Costa Rica from 24 to 28 May 2004. In this context, R. Andreas Kraemer presented the economic dimension of integrated water resources management.
In the framework of the EC funded Programme "Raising the awareness of trade issues in civil society", Ecologic is organising a one-day seminar in Budapest, Hungary. The aim of the seminar is to provide participants from civil society with a better understanding of the relationship between multilateral environmental agreements and WTO rules, to raise awareness on how better to participate in and influence European trade policy and to contribute to a closer co-operation and networking among civil society groups in Hungary. The Seminar languages will be English and Hungarian.
"The Transatlantic Dialogue on climate change is as important as ever". This was one of the results of a Dinner Dialogue with Prof. David A. Wirth. 19 representatives from policy making, research institutes, NGOs and business came together to informally discuss climate change and the future of the Kyoto Protocol from a transatlantic perspective.
This paper analyses to what extent the new EC Directive on Environmental Liability sets an incentive for the potentially liable parties to invest in measures to minimise risk and through a system of strict liability triggers precautionary measures that go beyond the existing legal requirements.
