On the occasion of the publication of the second climate report for the Baltic Sea (BACC 2 Report), Dr. Grit Martinez from Ecologic Institute moderated a podium discussion at the International BACC Conference on 7 September 2012 in Tallinn that included representatives from the scientific community, the Helsinki Commission (HELCOM), the Estonian Ministry for the Environment, and the Council of the Baltic Sea States. The discussion focused on the experience with and possibilities for communication and dissemination of recent research findings about climate change in the Baltic Sea region.

While they may seem dissimilar at first glance the challenge of social change is paramount in both areas. The thesis addresses the question of how these two issues can be linked to each other and how the implementation of a dynamic simulation model can foster this process. In his presentation, Dr. Wolfgang Urban, picked out the future expansion of renewable energies. He presented, from the perspective of the German federal government, the challenges and prospects for biogas. After the placement of bioenergy in the "orchestra of renewable energies" he examined the contribution of biogas and biomethane in order to achieve the policy objectives. He ended his remarks with a presentation of the latest developments and the conveyor frame. The presentation slides are available for download.

This study follows the analysis of the role played by Local and Regional Authorities (LRA) in the first round of National Reform Programme (NRP) submissions in 2011. The 2012 study is based on the same set of questions and evaluation protocol used in 2011. Three additional assessment questions were added to reflect the dynamic nature of Europe's economic and policy landscape, including the pressing need to promote sustainable job growth and the fiscal consolidation of the public sector.

The Yearbook Ecology 2013 was published at the end of August. Ecologic Institute is one of the institutes supporting this yearbook and contributed a chapter in the 2012 edition. This issue's focus is on the German "Energiewende," the development towards environmentally friendly energy production, which is examined from economic, social, technical, and ecological points of view. Dr. Hans-Joachim Ziesing, Senior Policy Advisor at Ecologic Institute, contributed a chapter about energy saving and energy efficiency in Germany.

On 27 August 2012, Dr. Hans-Joachim Ziesing, together with Doris Knoblauch of Ecologic Institute, presented the results of an evaluation of the German directive regarding the funding of climate mitigation projects in social, cultural, and public institutions within the framework of the National Climate Initiative ("Richtlinie zur Förderung von Klimaschutzprojekten in sozialen, kulturellen und öffentlichen Einrichtungen im Rahmen der Klimaschutzinitiative", short: Kommunalrichtlinie) on the occasion of the final conference of the project "Evaluation of the National Climate Protection Initiative" in Berlin.
