This discussion paper outlines different options to design a standard-setting scheme that addresses these problems.

During the "E-World" event in Essen, Ecologic Institute's Wolfgang Urban gave a speech on the role of biomethan for the Federal Government's Energy Concept 2050. After shortly introducing the use options of biomethan, he presented political goals in this field, especially the Energy Concept 2050. In addition, he highlighted the possible contribution of biomethan to the achievement of these goals. Wolfgang Urban concluded his speech with suggestions for incentive tools regarding power and heat. The presentation slides are available for download.

The RADOST project aims at strengthening the adaptive capacity of the German Baltic Sea coastal region towards climate change by fostering the dialogue between science, industry, government and civil society. The Ecologic Institute coordinates this project and is responsible for the design, creation and maintenance of the project's website. In addition to providing information about the project, the website offers a newsletter, a forum and a press section. An extensive internal website area serves the networking of partners and the project management. It contains a document management system, photo galleries, decision-making tools and a joint calendar.

In their policy paper for the Friedrich-Ebert-Foundation’s Dialogue on Globalization section, Nils Meyer-Ohlendorf and Christiane Gerstetter of Ecologic Legal, shed light on the most important aspects of the relationship between trade and climate change policies. They investigate which trade-related policies should be adopted to combat climate change and review the compatibility of those measures with the law of the World Trade Organization (WTO). Particular attention is given to issues that are of relevance to developing countries. The first focus of the paper is on the transfer of climate-friendly technologies to developing countries.

For decisions on exemptions from the objectives of the Water Framework Directive (WFD) the application of cost-benefit analyses would be reasonable. Due to methodological difficulties this is not yet possible. Against this background the project aims at the development of a practicable approach – the so-called qualitative cost-benefit analysis – for the integration of non-monetary costs and benefits into the assessment process. The results will be made accessible to practitioners through a handbook.

The European Union (EU) faces the risk not to meet the 2010 target in implementing the Biodiversity Action Plan. Though the legal background for the implementation is set, the implementation itself is quite slow. In this respect, DG Environment is planning an EU wide communication campaign on biodiversity and nature to increase the awareness and involvement of EU-citizens. This scoping study was commissioned as means of preparation.

There is an ongoing debate about the impacts of nature conservation policy on the economy. Ecologic has been commissioned by the European Environmental Agency (EEA) to assess whether a measurement of these effects on an European level is feasible. Various methodologies are evaluated in order to determine a best practice methodology for a larger scope study.

<p>&#13; In the run up to the NATO Summit in Strasbourg-Kehl in April 2009, NATO Public Diplomacy Division and Carnegie Europe launched a discussion on "The Next Generation of Security Threats" and the reprogramming of NATO. They invited R. Andreas Kraemer of Ecologic Institute to provide keynote commentary on the question: "Should Climate Change be a Priority?" at the inaugural event of a new series.</p>&#13;

Ecologic is part of the European Environment Agency's European Topic Center (ETC) on Water. The ETC is supporting the Agency in all water related issues such as databases, indicators and policy recommendations for the period 2007 to 2010. Within the team of 11 partners, Ecologic is responsible for climate, assessments, economics and WISE-related tasks.
