This report is the final report on seven national case studies (NCS) performed in the 4i-TRACTION project. It presents outcomes of the evaluation of 4i dimensions at the national level. This exercise focused on the operationalisation of EU climate policies and their interactions with initiatives implemented at the national level. It provides an analysis of Member States’ approaches towards achieving common climate policy goals and enables an assessment of national action affecting the 4i’s (innovation, investment, infrastructure, and integration). The outcomes of the NCS should be considered three-fold as:

Operationalisation and examples of methodology to be reproduced in other national cases in 4i’s framework
General recommendations regarding policy assessment performed in diverse Member States in various manners
Source of generalised and specific findings for each “I”: innovation, investment, infrastructure, and integration.

The seven NCS covering Belgium, Finland, France, Germany, the Netherlands, Poland and Spain follow a common structure to facilitate a comparative assessment of national approaches towards the 4i challenges. Each case study relates to at least two of the 4i challenges. The case studies were selected to illustrate both best practices and challenges associated with addressing the 4i challenges through national climate policy tools and their interactions with the European policy framework. The final framework of the case studies was also guided by a series of workshops covering each of the 4i’s.

This report shows the importance of the NCS and the connections among the cases regarding each of the “I’s”. The section on case study design presents the research questions in all seven cases, the key aspects regarding the 4i’s, as well as the subject selection and their relevance for the 4i themes.

The 4i-TRACTION Community of Experts Coffee Hour format is one of the stakeholder engagement activities. This dynamic series of Coffee Hours addresses and engages members of the "Community of Experts", a select group of experts with different backgrounds on the "4Is" of the project: Innovation, investment, infrastructure and integration. Each session explored critical issues in EU climate and energy policies, fostering an open and insightful exchange under the Chatham house rule.

The annual climate change summit in 2023 (COP28) took place in Dubai, UAE. Negotiators from all around the world assembled to discuss the implementation of the Paris Agreement, undertaking the first ever global stocktake of progress towards meeting these goals. Ecologic Institute attended the talks with a delegation of four colleagues, providing legal advice to the EU delegation and discussing insights from ongoing research on innovative policy instruments.

The 4i-TRACTION research has identified additional instruments with untapped potential and possible game changer qualities, that can help tackle challenges of transformative change other policies struggle to address. In this side event, the 4i-TRACTION project presented three policy instruments that can support transformative change: transition plans for banks, public procurement for climate neutrality and integrated infrastructure planning.

This paper addresses a gap by providing a conceptual basis to further the understanding of security implications of the EU’s transformation to a net-zero economy. It first defines the aspects of security under consideration (Section 2) and proposes a typology to classify fossil fuel exporting countries based on their exposure to world market prices, their capacity to adjust and their importance to the EU in terms of security issues (Section 3). It then takes stock of policy options that can be adopted in other countries to reduce adjustment costs to a changed economic environment (Section 4) and discusses how the EU can support these policies (Section 5). Finally, it highlights key implications for EU policy makers (Section 6).
