This report summarizes the potential prevention, mitigation, and preparedness measures for each of the eleven case studies included in RISC-KIT (Resilience – Increasing Strategies for Coasts – ToolKit). It includes a discussion with case study owners about potential measures as well as the identification and presentation of the measures according to what Disaster Risk Management (DRM) phase and dimension of disaster they address. Furthermore the report takes the nature of the measure into consideration.

The aim of this report is to create a framework to understand and ultimately assess the linkages from the drivers of shipping in the Baltic Sea to its effects on ecosystem services and human wellbeing. Available Drivers Pressures State Impact Response (DPSIR) frameworks are analysed and adapted to shipping in the Baltic Sea. The developed DPSIR framework will be operationalised in further steps using available indicators. An adapted DPSIR framework and especially the reviewed indicators will be used to assess potential changes to ecosystem services compared to Business As Usual (BAU) and an integrated assessment and policy analysis to reduce pressures from shipping in the Baltic Sea.

The EU is discussing how to reform its energy and climate policy for the period after 2020. The short study "Energiewende as a European project" looks at the negotiations on the Clean Energy package from a German perspective. It shows the enormous opportunities of the European internal market. A more developed cross-border electricity market in the EU will make it much cheaper to make the German Energiewende a reality. Yet, to go further and define a joint project for an EU-wide energy transition will require additional efforts to develop concrete objectives and implementation steps together with the other Member States.

The Eurostat monitoring report, based on the EU set of sustainable development indicators and published every two years, provides an objective, statistical picture of progress towards the goals and objectives of the EU SDS. This 'lite' version of the 2013 monitoring report makes use of the universal language of visuals, offering a shortcut to the essence of the messages delivered through the full version of the monitoring report. It thus provides a snapshot of the key trends related to sustainable development in the European Union. Seven members of the Ecologic Institute contributed to this edition.

This paper analyses to what extent the new EC Directive on Environmental Liability sets an incentive for the potentially liable parties to invest in measures to minimise risk and through a system of strict liability triggers precautionary measures that go beyond the existing legal requirements. The 2015 Paris Agreement requires the world's countries to overhaul fossil-fuel based economies and transition to low-carbon societies by mid-century - and asks that all develop national long-term strategies towards that end. Ecologic Institute has developed a concept for the evaluation of such long-term climate strategies for the project MaxiMiseR, run by WWF, which has now published results for the EU countries based on elements of this concept. This paper explores six climate protection studies, namely for France, Italy, Poland, Sweden, United Kingdom and Germany. The authors, among them Ecologic Institute's Lena Donat, analyze objectives, results, modeling approaches, main assumptions and input parameters. The inclusions of long-term strategies in the Paris Agreement and in the European Commission's proposal for a new regulation on the "Governance of the Energy Union" make this analysis very topical. A new note by the Ecologic Institute summarizes why a quantitative, binding and ambitious EU long-term climate target is essential for the EU to meet its obligations under the Paris Agreement. This long term target should be supported by a robust review mechanism. The note is available for download.

This paper aimed at stimulating discussion around what is needed for progress. The main challenge for the sustainable development community is around how to form the political coalitions that favour the adoption of pro-environmental changes to policy in difficult political times. That challenge appears feasible.

Based on a comprehensive analysis of EU laws and nationally initiated policies in 28 Member States, a new study led by Ecologic Institute assesses how existing EU legislation protects soils, identifying gaps and incoherencies in policy coverage. Nationally initiated policies do not consistently address these gaps in EU legislation, leading to a situation where requirements for soil protection can vary significantly across Member States. The study provides an up-to-date understanding of soil protection policies in Europe, delivering a baseline on which to discuss further EU soil policy action. The study is available for download.

AQUACROSS consortium published a report describing an analytical Assessment Framework, which aims to integrate and understand these complex interlinkages between natural and social systems, to be applied in real-world case studies in the project. The Assessment Framework covers the various steps needed to assess local aquatic management examples in a holistic manner—from the definition of policy challenges and the setting of objectives to the identification of opportunities, the screening of innovative responses and the design, implementation and assessment of alternative courses of action. All these elements are integrated into the comprehensive framework, which aims to capture all relevant interactions at stake. The report is available for download.

The EU Action Plan against Wildlife Trafficking adopted by the European Commission on 26 February 2016 is the most recent EU initiative to tackle wildlife crime. On 8 September 2016, the Committee on the Environment, Public Health and Food Safety of the European Parliament (ENVI) held a workshop in Brussels on ‘Delivering and enforcing the EU Action Plan Against Wildlife Trafficking’. With support from the Institute for European Environmental Policy (IEEP), Ecologic Institute organized the workshop and compiled the proceedings for this publication. The proceedings summarize the presentations and discussions.

This movie gives an overview of the five tools developed within the EU-funded collaborative FP7 project RISC-KIT: 1) a Storm Impact Database, 2) a Coastal Risk Assessment Framework, 3) a Web-based Management Guide, 4) a Hotspot tool and Early Warning System and 5) a Multi-Criteria Analysis Guide. These products will enhance forecasting, prediction and early warning capabilities, improve the assessment of long-term coastal risk and optimize the mix of prevention, mitigation and preparedness measures.
