With the adoption of the EU Nature Restoration Regulation (EU 2024/1991), the European Union has established a central framework for implementing the Biodiversity Strategy and the European Green Deal. The regulation requires Member States to implement restoration measures on at least 20% of land and sea areas by 2030 and across all ecosystems in need of restoration by 2050. For Germany, this results in comprehensive requirements for the planning, implementation, and evaluation of these measures.

Developing a National Evaluation Framework for Restoration Measures

The project “Development of an Evaluation Framework for Restoration Measures under the Nature Restoration Regulation” aims to develop a nationwide, modular approach for assessing the effectiveness of restoration measures. This evaluation framework is intended to ensure that targets are achieved, progress is tracked transparently, and measures can be adapted where necessary.

Integrating Existing Monitoring Systems and Innovative Methods

In doing so, the project analyses synergies with existing monitoring and evaluation approaches, such as those under the Action Programme on Natural Climate Protection (ANK) and the Water Framework Directive (WFD), as well as the Habitats, Birds, and Marine Strategy Framework Directives. In addition, innovative methods such as remote sensing and AI-based analysis will be integrated. Close coordination with authorities at federal and state level ensures that the evaluation framework is practical and makes a significant contribution to the implementation of the EU Nature Restoration Regulation and the further development of national restoration policy.

Coordination, Stakeholder Engagement and the Role of Ecologic Institute

Ecologic Institute coordinates the overall project and leads the development of the evaluation framework. In this role, Ecologic coordinates technical exchange with federal and state authorities, designs and facilitates workshops, and ensures that the framework is scientifically sound, practice-oriented, and compatible with existing evaluation and monitoring systems.
