This report by Ecologic Institute explores the extent to which current policy frameworks support sustainable urban development and nature-based solutions (NBS). It reveals that a variety of different terms are used across countries in policies and discourses in support of sustainable urban development, with green (and blue) infrastructure being the most frequently used. However, while many policies were shown to have strong explicit support for sustainable urban development, these often lack mandatory policy instruments.

With the recent update of its Bioeconomy Strategy, the guidance of its advisory bodies and the engagement of regional groups and representatives, Europe has found a new track towards a sustainable bioeconomy, building on the notion that regions are the most appropriate territorial level at which to implement bioeconomy strategies. The BE-Rural project incorporates this regional focus into its core vision, putting its regional Open Innovation Platforms (OIPs) front and center in the process of studying the potential for regional bioeconomies, and articulating and implementing strategies to make them a reality.

While hardly anyone would argue against the importance of cities and local governments in the implementation of climate policies, what remains contested is their role in the international climate regime. This analysis by Ecologic Institute uncovers how the activities of cities and transnational city networks, which have been evolving over the years, have gradually broadened the international climate regime, although cities are not subjects of international law. This report outlines the conceptual framework of BE-Rural and provides practical guidance to the design and implementation of the five regional Open Innovation Platforms (OIPs) within BE-Rural. This conceptual framework aims to provide guidance regarding the overall ambition of BE-Rural, and the foundations by which the project will operate throughout its duration. The first part of this document describes the context, objectives and regional focus to be taken within the project. The second part outlines key concepts and founding principles that lay at the heart of the project. Following this, the conceptual framework of BE-Rural is presented and discussed.

In this EFEX webinar Marijke de Roeck, lead project coordinator of the CIVITAS Portis initiative and Katia Kishchenko, local dissemination manager, discussed sustainable mobility in the city of Antwerp (Belgium). Their presentation touched on the importance of improving cooperation between relevant bodies – in the case of Antwerp, the port and municipal authorities – as well as the city's growing experience with shared mobility services. They also discussed major findings of the CIVITAS Portis project regarding transport choices and behavioral change. The webinar was moderated by Matthias Duwe, Head Climate at Ecologic Institute.

Hannes Schritt hold a presentation concerning water in Berlin and Virtual Water at the BUNDjugend German-Egyptian Youth Exchange in Berlin. As part of the presentation he explained the water cycle of Berlin: Treated waste water is reused as drinking water to ensure water availability. In addition, Berlin gets drinking water by river bank filtration from Havel, Spree and Dahme. As a result of both, Berlin's drinking water quality depends on good water quality of the effluent of the waste water treatment plants and the rivers crossing the city. After presenting primarily technical aspects Hannes Schritt talked about political conflicts and inititiatives concerning water in Berlin and the concept of Virtual Water. In this article, Dr. Grit Martinez ist concerned with the role of culture and history in relation to local knowledge and values, as these are displayed in the interpretations and actions of distinct groups regarding climate change. She argues that it makes sense to communicate the climate in a manner appropriate to the given cultural-historical context and imaginary and to the relevant semiotic and material views of the people in it. Climate planning for 2050 has become a core strand of debate in the European Union. Focus has shifted to a potential revision of the EU's long-term climate objectives within the context of a new 2050 strategy, which is to be submitted to the United Nations under the Paris Agreement by 2020. In parallel, all EU Member States must develop national strategies of their own, albeit with little central guidance and no overarching structure in place for collaboration.

As hydromorphological aspects between the Water Framework Directive (WFD) and the Floods Directive refer to the same fluvial processes, the issue of hydromorphology and flooding has been addressed several times within the Common Implementation Strategy (CIS) process. In this context, a workshop on hydromorphological measures under the Floods and Water Framework Directives – "Finding synergies and addressing challenges" took place on 4-5 December 2018, in Budapest (Hungary). The brochure provides an updated snapshot of the current situation concerning 100 indicators related to the 17 sustainable development goals (SDGs). It thus provides a snapshot of the key trends related to sustainable development in the European Union. The circumstances under which different ecosystem service benefits can be realized differ. The benefits tend to be coproduced and to be enabled by multiple interacting social, ecological, and technological factors, which is particularly evident in cities. As many cities are undergoing rapid change, these factors need to be better understood and accounted for, especially for those most in need of benefits. We propose a framework of three systemic filters that affect the flow of ecosystem service benefits: the interactions among green, blue, and built infrastructures; the regulatory power and governance of institutions; and people's individual and shared perceptions and values. We argue that more fully connecting green and blue infrastructure to its urban systems context and highlighting dynamic interactions among the three filters are key to understanding how and why ecosystem services have variable distribution, continuing inequities in who benefits, and the long-term resilience of the flows of benefits.

This EFEX webinar explored the success of stakeholder participation in the National Energy and Climate Plans (NECP) preparation process as well as its scope, best practice examples and value added for EU climate policy. A panel of expert speakers – Elisa Martellucci and Agnese Ruggiero of Carbon Market Watch and David Donnerer of Energy Cities – drew on their experiences with the PlanUp project to discuss the EU perspective as well as the dialogues it organized between stakeholders and ministry officials. The online panel was moderated by Matthias Duwe, Head Climate at Ecologic Institute.

Environmental journalism has always been a cross-cutting topic. There are journalists in many countries who specialise in environmental topics. However, environmental topics mostly do not have their own department at media outlets. Hence, publishing such media pieces often highly depends on current political processes and above all on current, public discussions. Ecologic Institute's Marius Hasenheit discussed the role of media, especially social media, in communicating environmental issues in Egypt, at the 61st Cairo Climate Talks.
