The widespread use of plastics, the mass consumption of disposable plastic products and the longevity of plastics lead to a waste volume that can hardly be managed anymore. Many people are particularly alarmed by the pollution of the oceans by microplastics and plastic waste. Despite all this, the volume of packaging per capita continues to rise and has doubled over the last twenty years – to 213 kilograms in 2015. The intense public debate has also called for a political response: A European plastics strategy is currently aimed at banning straws and plastic tableware. But can this solve the environmental problem? How serious are the effects of plastic waste and microplastics on the environment? What are the right steps to take to reduce the impact on the environment and the use of plastics?

The research report by Ecologic Institute provides a legal assessment of whether German law is suitable to achieve the sustainable development goal "land degradation neutral word" (LDN) by 2030, and recommends options for improvement. The analysis focuses on rules for erosion, sealing by human settlement and pollution by industry. The report also compiles and explains key insights and lessons learned in English, as a contribution to the international discussion on implementing LDN. The report is available for download.

A report by Ecologic Institute and Climact shows that the draft National Energy and Climate Plans presented by governments at the start of 2019 are in acute need of improvement. They suffer from inadequate targets and insufficient details on the policies and financing needed to move towards net-zero emission economies in Europe. Member States also need to do better in involving their national stakeholders in providing input to the plans, to benefit from their expertise and to get them on board for future policies. This case study, prepared by Ecologic Institute and published by World Resources Institute (WRI) describes the status quo and relevant recent developments at the EU and national levels on long-term climate strategies, detailing relevant insights on legal obligations, specific features, existing challenges, and potential future processes. The 2019 European Think Tank Summit in Madrid brought together think tank leaders from all over Europe – and some guests from Asia and America – to discuss pressing political issues, including the changing face of Europe, artificial intelligence, migration, NATO and the role of think tanks. Ecologic Institute's Director, Dr. Camilla Bausch, elaborated on new policy approaches and public engagement strategies in the field of national and international climate protection.

The time to meet the next target to halt the loss of biodiversity in the EU by 2020 is approaching. The authors of this study identified and assessed key drivers of success for measure driven improvements that could be used to develop more successful conservation measures in the future in order to achieve a better conservation status of species and habitats. This will consequently contribute to the development of the post 2020 biodiversity strategy. The study is available for download.

Due to the success of the citizen science campaign "Plastic Pirates" in the years 2016, 2017 and 2018, the youth campaign has been extended again as part of the research focus "Plastics in the Environment", which is funded by the German Federal Ministry for Education and Research. This year, the campaign takes place from 1 May until 30 June 2019 and allows young people between 10 and 16 years old to become scientists and contribute to a large citizen science project. The EU Member States have committed to be climate neutral by the second half of this century. Nils Meyer-Ohlendorf calls this a fundamental challenge that no EU member state can address alone and that makes the EU indispensable for effective climate protection. This is one of 32 reasons why Europe is a "damn good idea". The eponymous book was published in the run-up to the 2019 European elections. It presents numerous achievements of the European Union in an understandable way, explains complex interrelationships and shows the positive effects of the EU for its citizens.

The conference "Planning for 2050", organised by Ecologic Institute, will take place on 23 May 2019 in Brussels. It takes stock of the experience with long-term climate strategies gained in Europe and presents lessons learnt as well as challenges encountered in different Member States – and seeks to connect them to the EU's own overall 2050 vision. It is based on insights, conversations and contacts made through a set of dialogue meetings held under the "Climate Recon 2050" project, which brought together policymakers and technical experts involved in long-term strategies from around the EU. European cities face major challenges to achieve the desired level of sustainability in the management of urban water systems. Digital technologies such as mobile devices, sensor network, real-time monitoring, machine learning, and modeling tools have the potential to improve the management of water infrastructures significantly. In addition, they can improve the quality of services provided to citizens as well as awareness and cooperation between utilities, public authorities, and citizens in urban water management. The main objective of the project is to boost the integrated management of water systems in five major European cities, Berlin, Milan, Copenhagen, Paris, and Sofia, by leveraging the potential of data and smart digital technologies.

In response to Brexit, the EU has embarked on a process of reflection and possibly reform. As a contribution to this process, the Ecologic Institute explores the interlinkages between the process on the Future of the EU and EU climate and energy policies. Combating plastic litter on land and in water is one of the major challenges of global environmental protection. As part of its plastics strategy, the EU will adopt a directive to restrict the use of several disposable plastic products and fishing gear. On behalf of the German Environment Agency, Ecologic Institute and s.Pro assessed legal questions and investigated appropriate measures to implement the Extended Producer Responsibility that the Directive in the Member States for selected product groups.

The Energiewende means a transition from the old, nuclear-and-coal based, to a sustainable and digitalized energy system. This is a complex endeavor: the number of actors involved increases and their functions overlap. While digital technologies bring automation and potential for relief, they are an ambivalent phenomenon: with no comprehensive laws on data protection, it is unclear what is going to happen to the tremendous amount of data collected by digital appliances. Besides, technologies like blockchain are often so energy-intensive that they eat up the amount of resources that they are trying to save. Therefore, political design must actively shape a digital and ecologically sustainable energy transition – it will not happen by itself.

Maintaining a strong EU and implementing effective climate policies go hand in hand with one another. Indeed, they are pretty much the best of friends. A stable, prosperous and climate-resilient Europe requires effective climate action; and effective climate action needs a strong EU. When addressed from this angle, there is a lot of agreement among EU policymakers, who often speak about the importance of climate action when addressing the future of the EU. However, there is more to it than general agreement. Climate policies and the future of the EU can reinforce each other in concrete ways.
