As part of the European Semester and the monitoring of the Europe 2020 strategy, the Member States (MS) submit their annual National Reform Programmes (NRP), which specify the progress made and action to be undertaken in areas such as employment, research, innovation, energy or social inclusion in order to meet the goals and targets set out in the Europe 2020 Strategy.

Ecologic Institute as part of a Framework Contract with the Committee of the Regions developed regional and national progress indicators for assessing progress towards the Europe 2020 targets. The aggregate regional indicator uses the available data at regional level (NUTS 2) to help identify and assess the development each region has taken with respect to the eight Europe 2020 indicators and their national targets (to the extent that they are available). The calculations reflect the diversity of European regions and Member States as well as the significant economic and social impacts of the economic and financial crises. The EU27 as a whole averages just over 60% of the distance to the EU-wide targets. In contrast, five countries – the Czech Republic, Denmark, the Netherlands, Lithuania and Slovenia – have on average achieved at least 80% of the path to the 2020 targets while five other countries – Luxembourg, Spain, Ireland, Cyprus and Malta – are less than 50% along the way.

In this report by Ecologic Institute, the authors analyze the conditions for accessing the main European trading centers for emission allowances. The authors examine possible interactions between the primary and secondary markets and question whether a relationship between the price developments on the primary and the secondary market exists. The comprehensive empirical survey also represents the acquisition channels of German plant operators in the EU Emissions Trading Scheme (EU-ETS). The report is available for download.

The aim of the regional conference in Murcia was to present the region-specific results from the project "Resource Efficiency in Practice – Closing Mineral Cycles." The most promising and cost-effective measures at the farm level to close mineral cycles and reduce resource and economic inefficiency from nutrient losses (N, P, K) were presented. The conference seeks to highlight farmers' experiences with nutrient management, as well as barriers which may prevent uptake of good practices.

On 13 October 2014, the first in a series of discussions covering different aspects of Arctic science and policy during the Canadian chairmanship of the Arctic Council was held at the Embassy of Canada. Ecologic Institute plays an active role in organizing the series in partnership with the Embassy of Canada, Berlin, International Arctic Science Committee (IASC), Alfred-Wegener Institute Helmholtz Center for Polar and Marine Research (AWI), and Institute for Advanced Sustainability Studies (IASS).

On 23 and 24 June 2014, the EFFACE project organised two workshops on the "Role of the Criminal Justice System" and "Environmental Crime and Organised Crime," in Catania, Sicily. The workshops brought together enforcement officials, academic experts in the field of environmental crime, and NGO representatives. The objective was to develop recommendations on how the EU could improve the enforcement of existing legislation dealing with environmental crime and better understand the connections with organised crime.
