This discussion paper focuses on the potential for political intervention to promote regionalization (in the interests of sustainability) in the most effective way possible. It is part of the work of the research project "Socio-ecological Transformation of the Food System" (acronym STErn) carried out on behalf of UBA/BMU.

This report summarises key findings and recommendations for a strategy to promote more plant-based diets. This strategy is key for a sustainable transformation of food systems as so far, there is a lack of binding policy targets for sustainable nutrition to guide actions, and indicators to enable monitoring. This report discusses different options for targets and indicators, drawing on the concept of planetary boundaries and the Planetary Health Diet.

The online workshop on 28 November 2022 dealt with three political approaches to promote plant-based diets in Germany. Around 30 experts discussed the three approaches in the five-hour workshop: The institutionalisation through a federal programme and a foundation, urban and spatial planning, and vocational education and training.

On 21 March 2023, the STErn project team discussed the recommendations for action of the STErn project with around 40 experts from politics, administration, science and practice. The event was opened by Matthias Koller (Federal Environment Agency) and Dr. Margareta Büning-Fesel (Federal Agency for Nutrition). The recommendations for action of the STErn project were explained, discussed and supplemented in small groups.

Germany's current nutrition system is not sustainable; it requires a far-reaching socio-ecological transformation. This finding forms the starting thesis of the STErn project, whose interim results and policy recommendations for action were discussed at a workshop on 21 March 2023. This paper provided the basis for the discussion.
