Policy Approaches for the Promotion of More Plant-based Diets

The online workshop on 28 November 2022 dealt with three political approaches to promote plant-based diets in Germany. Around 30 experts discussed the three political approaches in the five-hour workshop: Institutionalisation through a federal programme and a foundation, urban and spatial planning, and vocational education and training. The discussion was based on an input paper sent to the participants in advance, in which the authors elaborated on the three selected political approaches. The selection of the three approaches was based on the preliminary work of the STErn project team, in which the most important factors influencing dietary behaviour are examined. From these factors, twelve policy approaches have been derived.

At the beginning of the workshop, the input paper was presented by two of the main authors, Dr. Dietlinde Quack (Öko-Institut) and Julia Jägle (Ecologic Institute), followed by an input by Dr. Margareta Büning-Fesel (BZfE) contextualising current developments of the German food strategy of the Federal Government. This was followed by an in-depth discussion in small groups, each of which dealt with one of the three approaches. The small group discussion was supported by short impulses from Dr. Katharina Weiss-Tuider (science communicator), Dr. Philipp Stierand (Speiseräume) and Dr. Birgit Rumpold (TU Berlin).

This workshop took place within the project "Social-ecological Transformation of the Food System" (STErn) and was part of the focus theme "dietary shift", which investigates how the shift towards more plant-based diets can be supported politically. More information on the project can be found on the project website. The workshop thus follows on from the previous workshop on systematising factors influencing behaviour in support of plant-based diets. The results from the key topics will be incorporated into a "Roadmap for the Transformation of the Food System" in Germany in 2023.
