This project aimed to support the creation of harmonized, ambitious, politically credible, and robust long-term climate strategies (LTS) in EU Member States by supporting a growing community of political and technical experts involved in LTS preparation inside governmental institutions and providing opportunities for capacity building, exchange, and knowledge generation. Additionally, core analysis focused on the specific topic of climate change laws as an effective means of embedding long-term strategic thinking in overarching governance frameworks at national level.
The project consisted of three connected pieces of work: (1) an update and expansion of existing analysis on national climate change laws in the European Union published in the report, "Climate Laws in Europe Good Practices in Net-Zero Management", and as input to a workshop session, (2) the organization and implementation of a dialogue workshop for government experts to exchange best practice on national 2050 planning, supported by targeted topical inputs, and (3) drafting of a concept for potential shape and direction of the Commission's assessment of national long-term strategies (LTS), including associated outreach to Member States and the European Commission. The report on climate laws assessed nine existing laws and was widely distributed and translated into multiple European languages.
