On the occasion of the launch of the 2013 Arctic Summer College, the Center for Strategic and International Studies (CSIS) Europe Program and Ecologic Institute welcomed William M. Eichbaum, vice president of Marine and Arctic Policy of the World Wildlife Fund, R. Andreas Kraemer, Director of Ecologic Institute, and Dr. Kelly K. Falkner, Director of Polar Programs of the National Science Foundation for a conversation on the environmental and social impacts of a rapidly changing Arctic. The discussion can be watched online.

On Earth Day 2013, the Center for Strategic and International Studies and Ecologic Institute officially launched the 2013 Arctic Summer College. Following successful programs in 2011 and 2012, the Arctic Summer College 2013 again creates a network of emerging leaders and experts that are brought together for 8 weeks in web-based seminars (webinars) from 8 July to 26 August 2013 on Mondays from 18:00-20:00 Central European Time. The program aims to build a lasting, policy-oriented network of Arctic professionals to strengthen communication between peoples and nations, scientific disciplines, policy areas, and across the science-policy field to improve environmental governance in the Arctic region.

Dr. Wolfgang Urban, Fellow at Ecologic Institute, hold a presentation at the fourth expert dialogue "Gas Infrastructure for the Future", organized by the Technologiestiftung Berlin (TSB). He described the current state of the energy transition process in Germany – the so-called Energiewende - and explained the further steps of the German Federal Government. Additionally, he exemplified the challenges in the energy market namely flexibility options, wind and solar energy in the transformation process as well as the role of natural gas infrastructure and natural gas as energy source. In a book chapter (in French), R. Andreas Kraemer of Ecologic Institute and Bernard Barraqué trace the historical development of modern water services in Britain and Germany. The chapter describes the different roles of municipalities and central government in the process.

In the light of shrinking public budgets – both at the state and at the federal level – new approaches to leveraging public funding for renewable energies need to be developed. Reed Hundt, CEO of the Coalition for Green Capital, REH Advisors, presented his approach: State Clean Energy Finance Banks.

As part of a VDI Conference dealing with demand-driven electricity generation from biogas and biomethane, Ecologic Institute's Dr. Wolfgang Urban gave a speech about the political expansion goals in the field of renewable energies and the prospect of biogas from the Federal Government's point of view. He especially presented the Energy Concept 2010 and related challenges, e.g. the demand for a flexible electricity supply. The presentation slides are available for download.

How can adaptation reduce the impacts of climate change and, in some cases, even yield benefits and business opportunities? Decision makers at all levels in Europe currently face a number of significant challenges when devising appropriate and sustainable adaptation strategies. This policy brief is an output of the EU FP7 project "Bottom-up Climate Adaptation Strategies Towards a Sustainable Europe" (BASE) and summarises the following challenges: Uncertainties and insufficient knowledge, as well as the need to improve assessments and the mainstreaming of adaptation in policy.

The precautionary principle is used in arguments both for and against climate engineering: On the one hand, the principle can suggest caution against climate engineering so as to minimize the (unknown) risks of proposed techniques to the environment and health. On the other hand, arguments can be made that climate engineering is a precautionary measure against the (known) risks of climate change. This article, written by Elizabeth Tedsen and Gesa Homann, provides an overview of this debate and what the precautionary principle means in a climate engineering context.

Economic instruments are considered key to effectively implement environmental policy because they enable actors to choose between different alternative behaviours and encourage innovation. In this context, the project ÖkonRess aims to develop feasible instruments that foster efficient resource use. The different instruments shall be integrated in a policy mix that efficiently combines the instruments, minimizes trade-offs and maximizes synergies.
