In his contribution Ingmar von Homeyer examines the level of participatory governance in three issue areas: biotechnology regulation/the revision of the Deliberate Release Directive, European political values/the ‘sanctions’ against Austria/revision of Article 7 TEU, and employment policy/the European Employment Strategy.

Many bird species depend on agricultural areas and forests. Specific cultivation practices are often a cause of their endangerment. A focus of this study is to analyse which bird species are significantly affected by agriculture and forestry in Germany. Cultivation rules for the protection of selected bird species will be developed. Methodological and technical aspects as well as legal implications will be addressed.

The objective of this study was to compare different waste management technologies. The most appropriate technologies were defined, as well as the best ways for their implementation. Furthermore, policy instruments for promotion of these technologies were evaluated.

The United Nations Framework Convention on Climate Change (UNFCCC) provides the basis for concerted international action to mitigate climate change and to adapt to its impacts. The Handbook aims at providing an overview of the institutional framework as well as the thematic work undertaken under the convention. It targets governments, researchers, non-governmental organisations and others interested in the international climate change negotiations.

International airspace and the high seas are global environmental goods with traditionally unrestricted access. The ensuing environmental impact can be addressed through user charges for air- and sea-traffic. This book assessed the legal conditions for the application of such charges in international, European Community and domestic law.

Wiener focused on the question of how national interests can be engaged to establish a comprehensive and effective international climate change regime. The dinner's discussion showed that a future system can only be ecologically effective and economically efficient if all major emitting countries participate and show a common effort to reduce greenhouse gas emissions. However, Dr. Wiener made clear that major constraints of the current system must be overcome to achieve this.

This chapter in the Handbook for the EU-Water Framework Directive addresses the causes of hydromorphological shortcomings and the consequences of hydraulic engineering interventions on the ecological status of water bodies. The authors, Stephan von Keitz and R. Andreas Kraemer, analyse the possibilities to bring navigational interests, the use of hydropower, and flood control measures in line with the goals of the Water Framework Directive.

Successful and cost-effective implementation of the EU Water Framework Directive (WFD) will depend on a deep understanding of the WFD’s economic dimensions. Eduard Interwies, Britta Pielen, Benjamin Görlach, and R. Andreas Kraemer have co-authored a chapter about these critical economic considerations and implications in a policy handbook on the WFD. Drawing from the 2004 economic analysis of the WFD, the authors examine the current and future challenges of integrating a full economic perspective into the WFD’s implementation.
