Technical Support to the EEA for the Preparation of the Energy System Report

The European energy system must undergo a profound decarbonisation in the coming years to meet the established 2030 climate target. Achieving this, however, requires overcoming numerous challenges within the European energy system and its subsystems – including electricity, heating, and transport. Against this backdrop, Ecologic Institute, together with Ramboll, Fraunhofer ISI, and CE Delft, is supporting the European Environment Agency (EEA) in the development of an Energy System Report. This report will compare the current status of the European energy system with the target state necessary to achieve the 2030 climate goal. Its primary purpose is to provide national policymakers with actionable recommendations for the decarbonisation of the energy system and its subsystems, thereby fostering the implementation of further measures to reach the 2030 target.

The project will produce the following key outputs:

  • Database with EU Energy System Indicators: Ecologic Institute is developing a comprehensive database that captures energy-related indicators across the various subsystems of the European energy system. This database will integrate both historical data and benchmark values derived from the European Commission's Impact Assessment accompanying the 2040 climate target. It will serve as a tool to evaluate the progress and challenges of decarbonising the European energy system.
  • Assistance in Drafting the Energy System Report: The project team will contribute its expert knowledge to support the EEA in drafting the Energy System Report. This report will provide empirical evidence on the current development trends within the European energy system, alongside an assessment of the required actions and investment needs to achieve the 2030 climate objectives. Based on these insights, the project aims to deliver practical policy recommendations for the decarbonisation of the European energy system. In addition, the project will dive deep into specific challenges and solutions for decarbonising the industrial and energy sectors.
