Ecosystem-based Adaptation (EbA) has proven its value in many local contexts, but scaling it up remains a key challenge. The third TROPICAL ADAPT workshop, “Ecosystem-based Adaptation for Coastal Resilience: In-depth Workshop on Scaling Up Ecosystem-based Adaptation in Coastal Areas”, took place online on 6 October 2026. More than 40 participants joined to discuss how coastal EbA can be embedded in programmes, national planning and financing systems.
Experts from IUCN, the Leibniz Centre for Tropical Marine Research (ZMT), UNEP-WCMC, Blue Pangolin Consulting, the Caribbean Biodiversity Fund and the Adaptation Fund contributed. Representatives from Grenada’s adaptation planning and the main author of the UNEP guidelines on integrating EbA into National Adaptation Plans (NAPs) also took part. The workshop combined short inputs with moderated discussion and covered three areas:
- Scaling up coastal EbA: Speakers emphasised that scaling means strengthening the ability of people and institutions to adapt, not just restoring more hectares. Discussions covered mangrove and coral restoration, as well as regulatory barriers and the role of local ownership and livelihoods in making results last.
- Scaling up through NAPs: Contributors discussed how coastal EbA can be integrated into national planning and budgeting. Grenada’s revised NAP served as an example of linking priorities to coordination structures and implementation.
- Financing coastal EbA at scale: Funders shared their perspectives on how to finance coastal EbA. Topics included combining project grants with long-term support for maintenance, building evidence early, and securing follow-on investment.
Across the sessions, participants agreed that ecological measures, institutional capacity, local ownership and economic incentives need to develop together if EbA is to have a lasting effect.
Workshop series
This workshop is the third and final in a series of three consecutive events on coastal ecosystem-based adaptation. The first workshop focused on stocktake and financing aspects of EbA (materials available online). The second workshop was dedicated to community engagement and strengthening partnerships for coastal EbA (materials available online). An agenda of the workshop can be found below.
