Ecologic Institute supported the German Environment Agency in hosting the workshop "Decarbonisation – 100 % Renewable Energy and more: Transformation pathways to a greenhouse gas neutral and resource efficient society," which took place on 17 October 2017 in Berlin.

In 2018 the "Implications of the Paris Agreement for national climate protection ambition" project is rolled out in support of the Talanoa Dialogue and these 8 countries will be examined carefully: the EU, Germany, China, USA, Canada, Japan, India and Brasil. How are they implementing the Paris Agreement? Can these contributions secure a 1.5-2°C degree world? Who is a climate leader, and who isn't? This new project will shed light on the actual climate impact of said countries mitigation efforts and their level of ambition.

Companies in countries with strong climate protection efforts often perceive these efforts as a competitive disadvantage. The risk, that companies lose market share due to asymmetric climate protection efforts or that new investments in ambitious countries decrease is referred to as "carbon leakage". In this project, Ecologic Institute, Öko-Institut and CE Delft examine the impact of new developments in climate policy on the established carbon leakage debate and what policy measures are needed to deal with these developments.

From 15 to 21 October 2017, Ecologic Institute implemented an information visit within the framework of the Visitors Programme of the Federal Republic of Germany on "Post Cop21" – Climate Policy for 2050. Representatives from ministries, Think Tanks, NGOs and journalists were invited to participate on a tour to Berlin, Bonn and the Lusatia region. The objective of the visit was to learn about and discuss the developments of international climate policy and German domestic climate politics in the light of the outcome of the Paris Agreement. The participants of the programme dealt with the results of the 2015 United Nations Climate Change Conference and their significance for German policy making.

The Baltic Sea is among the most polluted water bodies in the world because of poor land and water management in the basin. In many cases, water resources in the Baltic Sea region are transboundary and flow across national borders linking neighbours in management and development challenges. After many years of silence amongst Polish and Russian authorities, a meeting between regional water authorities from Olsztyn in Poland and Kaliningrad Oblask in Russia was arranged in eastern Poland with the support of Ecologic Institute. Next to steep cuts in greenhouse gas emissions, the removal of CO2 from the atmosphere is essential to keep average global temperature increases to 1.5°C, and well below 2°C. At this point in time, there is effectively only one realistic and sustainable way to help remove large amounts of CO2 from the atmosphere: restoring degraded forests. A strong and reliable governance framework is a pre-condition to restore degraded forests at the necessary scale. A new Ecologic paper discusses how to design such a governance framework for the EU. A sustainable bioeconomy could contribute to replacing fossil-based resources and feeding a growing world population. Inherent to a transformation towards such an economy are economic, ecological and social opportunities as well as risks. This project for the German Environment Agency explored these opportunities and challenges. The UN Sustainable Development Goals (SDGs), which are the guiding principles of the 2030 Agenda, served as a basis for this evaluation.

Marine ecosystems such as the Faial-Pico Channel, in the Azores, provide stakeholders with a broad range of valuable ecosystem services, including fish and recreation opportunities for locals and tourists. The global decline of marine biodiversity as well as the diverging interests between sectors such as fisheries and tourism place challenges upon policy-makers, administrators, and managers. In a response to this challenge, Marine Protected Area (MPA) managers worldwide increasingly rely on stakeholder input to ensure that all views and values are considered. However, adequate management should not only reflect all of society’s views, but also be based on the best and most up-to-date knowledge.

The research project INNOVA will consolidate key factors from adaptive management strategies from leading earlier and on-going European initiatives in Spain (Valencia), Germany (Bay of Kiel) and the Netherlands (Nijmegen) and France’ overseas territories in Guadeloupe and Martinique. INNOVA intends to provide prototypes of climate services including business models, practical frameworks, and recommendations for creating and up-scaling opportunities while adapting to a changing climate.

Soils are an enormous reservoir of carbon, containing nearly twice as much carbon as the atmosphere. Preventing soil carbon from entering the atmosphere is essential for climate mitigation efforts. Moreover, agricultural soils also carry a large potential for additional carbon sequestration, especially already degraded soils. Both preserving and enhancing soil organic carbon (SOC) has further benefits, contributing to improved soil quality, agricultural productivity, biodiversity and water protection and thus increased resilience against climate change. CIRCASA project aimed at strengthening the coordination and synergies in European and global research on SOC sequestration in agricultural soils, leading to an improved understanding and scientific basis to target ambitious practices required to preserve and enhance SOC.

The EU is currently negotiating a comprehensive reorientation of energy and climate policy for the decade 2020-2030. In this strategy brief, Katharina Umpfenbach discusses how the next German federal government can shape the EU negotiations so as to create an EU electricity market regulation that is conducive to the German energy transition. Four central elements are identified: raising the ambition of energy targets and introducing long-term targets, developing effective oversight instruments to ensure compliance, adjusting the electricity market to the needs of wind and solar power, and initiating an exit strategy for coal firing. This report discusses extensions of area-based land foot-prints with meaningful impact-oriented indicators for the assessment of the effects of different con-sumption patterns on the ecosystems and sustainability of land use. First, existing indicators for representing the environmental impacts of land use are introduced in the context of their linkages and complementarity to area-based land footprints. The report discusses the following key indicators, which were identified as particularly relevant during an export workshop: System indicators, which qualify the area-based footprints across globally very different potential land productivities, deforestation footprint, energy use in agriculture, and irrigation water use in agriculture classified by degree of water scarcity. It introduces the methods developed for the quantification of system indicators for cropland and grassland footprints and for the deforestation footprint, and present results for Germany and the EU.

In the final week of September, Ecologic Institute and its partners in the FP7 Research Project SWITCH-ON were in Porto (Portugal) to celebrate the final General Assembly of the project and showcase its results at the EIP Water Conference of the European Commission.
