In 2018 the "Implications of the Paris Agreement for national climate protection ambition" project is rolled out in support of the Talanoa Dialogue and these 8 countries will be examined carefully: the EU, Germany, China, USA, Canada, Japan, India and Brasil. How are they implementing the Paris Agreement? Can these contributions secure a 1.5-2°C degree world? Who is a climate leader, and who isn't? This new project will shed light on the actual climate impact of said countries mitigation efforts and their level of ambition.

In January 2018 the European Commission adopted an Action Plan to improve compliance with EU environmental rules. Ecologic Institute and its partners support the European Commission in implementing the Action Plan. In particular, the project assists the European Commission in the development of good practice guidance documents on combating environmental crimes, on compliance assurance in rural areas and on handling environmental complaints of citizens as well as with the communication on the Action Plan.

Ecologic Institute analysed the existing European rules for climate action. Although comprehensive and detailed, they do not include many features of national and regional climate laws, such as legally binding reduction targets, emission budgets, or independent institutions. However, these features contribute significantly to the implementation of the Paris Agreement. The detailed project report is available for download.

In February 2017, the European Commission published for the first time an Environmental Implementation Review (EIR). The EIR aims to improve implementation in the field of EU environmental policy, by trying to identify the causes of implementation gaps, and to find solutions to them. The first round of assessment reports for the 28 Member States revealed a lack of sound methodologies for assessing the various aspects of environmental governance.

The EU is currently negotiating a comprehensive reorientation of energy and climate policy for the decade 2020-2030. Ecologic Institute drafted a strategy paper on how the next German federal government can shape the EU negotiations so as to create an EU electricity market regulation that is conducive to the German energy transition. Four central elements are identified: raising the ambition of energy targets and introducing long-term targets, developing effective oversight instruments to ensure compliance, adjusting the electricity market to the needs of wind and solar power, and initiating an exit strategy for coal firing. The illegal pollution of soil, water, and air, the illegal trade in protected species or the illegal shipment of waste abroad – these are different forms of environmental crime. Environmental crime has many negative consequences. Its environmental impacts range from the destruction of forests to the pollution of water, soil, and air and even to species extinction. Moreover, many types of environmental crime also affect human health, and organised forms of environmental crime undermine state structures and sustainable development.

Ecologic Institute has developed a web-based monitoring tool within the framework of the National Climate Initiative's Strategic Development Project, which enables grant recipients to create interim and final reports.

<p>In the frame of this project a short study on the policy instrument of specific CO2-emission targets for car manufacturers in the EU is carried out which analyses and evaluates the policy instrument. The foci of the research are two questions: How did the instrument perform regarding the reductions of specific CO2-emissions of passenger cars? And how much can it contribute to reduce overall CO2-emissions of passenger transport in the EU, so as to contribute to reaching the target of the Paris agreement to stay below a warming of 2&deg;C?</p>

<p>The framework agreement with the Federal Ministry for Economic Affairs and Energy includes support in economic, technical and legal issues in the areas of energy efficiency, renewable energy sources for heating and cooling systems and waste heat, among others.</p>

There is still no specific soil protection law at EU level. In 2014 the European Commission withdrew its 2006 proposal for a soil protection directive, after two unofficial compromise proposals of 2010 and 2011 failed to secure an agreement. The project analyses and compares the three proposals, because they represent the course and state of play of the political debate and could play a role in the event of new political initiatives. A legal analysis shows commonalities and differences between the soil protection requirements of the proposals and German soil protection law. The study also examines the potential cost for the Federal and State level to gather the necessary data if there was an obligation to identify and determine risk areas according to certain criteria. The project also analyses to what extent EU laws and instruments regulate or have an impact on soil protection, and provides an assessment if and how soil protection standards could be incorporated or added.

<p>To put our energy system back on track to achieve the long term EU greenhouse gas (GHG) emissions reduction targets, scaled up efforts are required especially in the three major areas of energy consumption: transport, heating and cooling, as well as electricity generation for households and industry. As these sectors still rely largely on fossil fuels, radical technological changes are needed. Therefore, the main objective of this project is to obtain an overall picture of what technological options are available and how these options can be combined to drive decarbonisation efforts and ensure resilience of the EU energy system.</p>&#13;

Resource extraction has often significant impacts on the environment. Ecologic Institute analyses for the German Federal Environment Agency governance instruments which can foster, establish and enforce global standards for environmentally sound raw material extraction. The project assesses international treaties, international customary law and non-binding international instruments, as well as European and national instruments with extraterritorial effect. Based on this assessment, Ecologic Institute develops recommendations how existing instruments could be improved or new approaches could be developed. The study covers abiotic raw materials (metals and ore, other minerals and fossil raw materials) and their extraction, treatment, transport and processing.

This project analyses the positive economic and social impacts of European Union climate policy based on case studies from Central, Eastern and Southern Europe. The focus is on co-benefits in the areas of social policy, employment, environment protection, and health.
