This report takes stock of adaptation planning and measures to date in Europe and globally. Case studies for assessment were selected based on criteria developed in line with the key principles and objectives of BASE. The report provides a general assessment of 136 selected case studies focusing on aspects including types of measure, stakeholder groups involved, sectors, decision support tools (participatory and economic), and funding sources. A further nine case studies are then explored in more detail in regard to measure selection and methods.

The dissemination activities of the DEMEAU project were planned in the beginning of the project and outlined in the dissemination strategy. After three years of project work, we have a look at the achievements of these target group specific dissemination activities.

In November 2015, the joint statement of the Expert Commission on the "Energy of the Future" Monitoring Process was published. Ecologic Institute provides scientific support to the work of the Expert Commission with a focus on the key topics that Dr. Hans-Joachim Ziesing and the Expert Commission selected for their joint statement. In this project, Ecologic Institute together with ICLEI and Umweltbundesamt Wien, support the Committee of the Regions in analysing the role of cities and regions in the UNFCCC process after the adoption of the Paris Agreement. The project identifies positions of cities and regions, analyses the outcome of COP21 in this respect, and highlights future opportunities in the UNFCCC process to get remaining positions endorsed.

The EU overseas entities support unique ecosystems which are home to an estimated one-third of the globally threatened species, including many endemic species. Because of the importance of biodiversity and ecosystems services in EU ORs/OCTs both locally and to the EU and member states (MS), it is essential to develop effective approaches to biodiversity governance. Yet often short-term economic interests are given priority over the preservation of ecosystem services. Ecosystem valuations offer a policy tool to convert the concrete and abstract value that ecosystems and biodiversity contribute to EU OR/OCT economies into numbers.

As part of the Leverhulme Trust funded project on IWRM and climate change adaptation, two workshops were held in May 2016 in Dhaka and Khulna to draw lessons from the Bangladesh experience and share experiences from other national contexts. Dr. Josselin Rouillard from Ecologic Institute presented the results of his research on IWRM and public participation in France.

With the aim of contributing its fair share to climate mitigation, the Senate of Berlin adopted a comprehensive Energy Programme for the period 2006-2010. Ecologic Institute contributed to a mid-term review of the program that served to assess the progress made and recommend steps for the further development of climate and energy policies in the Federal State of Berlin.

Several regions, notably in eastern Germany, are faced with the challenge of maintaining infrastructure and services while coping with shrinking populations and financial constraints. Could up-to-date information and communication technologies, such as the internet of services and things, be part of the solution? A conceptual study focusing on Schwerin and its surrounding areas has been launched to help answer this question.

Within the framework of the 11th International Conference on Permafrost (ICOP 2016) organized by the Alfred Wegener Institute for Polar and Marine Research and taking place in Potsdam from 20 to 24 June 2016, the International Arctic Science Committee (IASC), in cooperation with the Embassy of Canada and the Ecologic Institute, will hold an event on the topic of "Permafrost Research at the Science-Policy Interface". Registration for ICOP 2016 is open until 31 May 2016.

Ecologic Institute supported the Federal Environment Agency in organising the 3rd European Resources Forum from 9 until 10 November 2016. The conference took place in the "Ludwig Erhard Haus" in Berlin. The ERF addresses European decision-makers and experts from the fields of policy development, industry, academia, civil society and the media. Around 400 participants from over 32 countries participated in the conference.

Ecovillages are change agents as models of sustainable lifestyles implementing structural change and intending a political statement. They are intentional communities with larger settlement structures designed and owned by their inhabitants, oriented to live within ecological boundaries and fulfill their socio-cultural needs of community, autonomy, participation and personal development. This thesis explores a framework that allows assessing their impact on changes to the interlinked elements of the established regime, centering change agents as complex socio-ecological systems and diagnosing barriers and opportunities to overcome the (re)production of unsustainble practices. To approach the complexity of transformation and ecovillages, concepts on multiple levels of change (GEELS 2011), complex socio-ecological systems (OSTROM 2006, POTEETE et al. 2010) and practices-as-entities (SHOVE et al. 2012) are used. It is explored how to integrate the change agent’s valued stable practices that formed institutions (rules, norms, forms of organisation). The transformative impact of a change agent is conceptualised as a process of diffusion (SCHOT et al. 2008) of its innovative socio-ecological (ZAPF 1989, CAULIER-GRICE et al. 2012) practices and institutions. Finally, the case of Ökodorf Sieben Linden is analysed in a mixed-method approach to show the explanatory potential of the developed framework.

In the last of our four-part webinar series on emissions trading systems (ETS), moderated by Ecologic Institute's Fellow Elizabeth Zelljadt, guest speaker Franz Litz explains the unique legal challenges of establishing and implementing regulatory ETSs. He discusses examples of national and international law to illustrate legal considerations for future ETS development.
