Promising approaches were identified via participatory stakeholder workshops, that could contribute to establishing circular construction in Berlin. Such approaches include a stronger orientation of the legal framework towards the circular economy, for example through an obligation to selective deconstruction in the Berlin Building Code. On the other hand, there is a need for even stronger public procurement of circular approaches in the building sector by facilitating the consideration of life-cycle costs in procurement practice. With the combination of these approaches, it seems possible to establish Berlin as a Circular City in the building sector in the long term.
This background paper for the research project "Digitalisation – Setting the Course for a Social-Ecological Digital Transformation in Berlin" within the project "Knowledge. Change. Berlin" provides an overview of the sustainability and digitalisation goals of the state of Berlin. First, the paper outlines sustainability goals relevant for the project in the following topic areas: data governance, climate protection, transport and mobility, energy and health.
The project "Data Governance and Regulation for a Sustainable Berlin" examines what forms of data regulation are possible and necessary at city level in Berlin to ensure that data-driven services, products and platforms are developed and used to meet social and environmental sustainability goals.

This paper examines the concept of an "extended" digital product passport from a socio-ecological perspective using the example of batteries for electric vehicles. It evaluates different approaches to data regulation and formulates policy recommendations for decision makers in Berlin. It is based on preliminary work from the project, in which in particular three ideal types of data regulation and a methodology for their scenario-based evaluation were developed.
Ecornet is a German network of independent research institutes with a focus on the environment and sustainability. The goal of this unprecedented research project "Wissen. Wandel. Berlin" is to strengthen Berlin's pioneering role in the development of innovative approaches to ensuring a livable, climate-neutral and sustainable city. The Ecornet Berlin website was developed, implemented and designed by Ecologic Institute. It serves the public communication of the project's goals, events and results.
The innovation field of construction is a resource-relevant field in Berlin – in 2017, the construction sector accounted for about 22 percent of the raw material input of the state of Berlin. Currently, the recycling rate for mineral construction waste is around 50 percent, and is expected to increase to more than 60 percent by 2030. Circular economy approaches in the field of construction have to cover the entire life cycle: from the design of durable and deconstructable structures to the use-phase and material-preserving re-use to circular business models.
As part of the CiBER project "Circular City Berlin - pathways from potential to implementation", initiatives and business models are being investigated that can contribute to the development of a next-generation circular economy in Berlin. The special focus is on the areas of construction, electronics and textiles. The next-generation circular economy is about innovations in product design and product use systems.
In the project "Knowledge. Transformation. Berlin.", the Ecornet Berlin research network is pursuing the goal of expanding Berlin's pioneering role in innovative approaches for a liveable, climate-neutral and resource-efficient city. Therefore, the research network focuses on the existing strengths and diversity of Berlin, but also on the existing ecological and social challenges. The goal is to expand Berlin's pioneering role in the development of innovative approaches in an innovatively way. To this end, the associated institutes are working on several projects in the thematic fields of social climate transformation, sustainable economies and digitalization.
The project "Circular City Berlin – from potential towards implementation (CiBER 1)" analyses and promotes innovative approaches to the circular economy in various sectors in Berlin. In view of the expected further growth, urban densification and increased economic prosperity of the metropolitan region Berlin, a long-term sustainable design of urban resource flows is increasingly coming into focus. The current corona situation complements the focus on resilient regional and local economic processes. Local and regional circular value creation is more sustainable, increases the resilience of societies in times of crisis and strengthens social justice and inclusiveness.
Berlin is increasingly developing as a dynamic innovation field of the circular economy – a circular, resource-saving economy. (Social) innovations are no longer generated only in the field of waste recycling, but increasingly in the design and manufacture of sustainable products or with new business models. The event provides insights into current research on the development of the circular economy and the commitment of Berlin's innovators in this field.
Im Rahmen von sechs interaktiven Online-Veranstaltungen auf der Berlin Science Week wollen wir Themen und Ansätze mit herausragender Bedeutung für die nachhaltige Stadtentwicklung Berlins zur Debatte stellen. Von einem sozial gerechten Umbau der Wärmeversorgung über die Realisierung von Mieterstrom zu Strategien für eine nachhhaltige Datengovernance, Kreislauf- und Alternativwirtschaft werden wichtige Fragestellungen für eine sozial-ökologische Transformation der Hauptstadt thematisiert und im Dialog zwischen WissenschaftlerInnen und PraktikerInnen erörtert. Ein durchgehender Fokus liegt dabei auf Beteiligungs- sowie Verteilungs- und Gerechtigkeitsfragen von sozial-ökologischen Transformationen.
