This document outlines the development and structure of the EU Procedural Governance Inventory created within the scope of Work Package 5.2 of the 4i-TRACTION project. The inventory's objective is to present a list of the most important frameworks, institutions, and instruments that are relevant to procedural climate governance in the EU.

This project flyer summarizes the key features of the project and introduces the four "i's": innovation, investment, infrastructure and integration. The flyer also summarizes the six work packages and their main thematic focus. Ecologic Institute designed a programme flyer as part of the visual identity for the project "Transformative Policies for a Climate-neutral European Union (4i-TRACTION)".

This case study shows that to achieve the digitalization of our energy systems and reach climate neutrality by 2050, policymakers must take a truly transformative approach and simultaneously address the core challenges of innovation, infrastructure, integration, and social acceptance. Future research should also include investment needs and the costs that relate to a smart meter rollout, e.g. the digitalization of our energy networks and the extension of supporting infrastructures.

This paper examines to what extent and how Member States have met the obligation to carry out multilevel climate and energy dialogues. It does so on the basis of national reporting on the mandatory implementation of multilevel climate and energy dialogues (MLCEDs) against the requirements set out in Article 11 of the Governance Regulation.

This report investigates how public procurement can be used as a strategic policy instrument to accelerate the transformation to climate neutrality.

The 3rd episode of the 4i-TRACTION podcast series uncovers the essential role of infrastructure in climate policy by examining the EU's role in rolling out the infrastructure for a resilient climate-neutral economy. The hosts, together with infrastructure and energy experts Bettina Kampman (CE Delft) and Katharina Umpfenbach (DENA, the German Energy Agency), discuss how recent EU policies are proving to be a good driver to speed up the energy transition and how more attention to infrastructure as a separate topic is needed.

The 2nd episode of the 4i-TRACTION podcast uncovers the pivotal role of innovation in European climate policy. The hosts, together with climate experts Brendan Moore (Centre for Environment, Economy and Energy of the Brussels School of Governance) and Harm Rienks (Wageningen University and Research), discuss the concrete instruments which the EU uses to promote innovation.

On 8 June 2023, the "Stakeholder Consultation on the CoR Opinion on Towards a Multilevel Green Deal Governance: The Revision of the Governance of the Energy Union and Climate Action Regulation" was held. The event was organized by the Committee of the Regions (CoR) to gather the opinion of various stakeholders on the multilevel governance of the Green Deal and the revision of the Energy Union and Climate Action Regulation. Matthias Duwe contributed his insights and suggestions regarding the Green Deal and the governance of the Energy Union and Climate Action.

What does EU climate policy need to look like to achieve the transformation to a net-zero emissions economy by 2050? Tune into our podcast and learn about the four essential cross-cutting challenges on this path.

The report maps out four policy avenues for how the EU could attain climate neutrality. The policy avenues consist of a mix of policy instruments sequenced over time, and the institutional arrangements to deliver them. Each policy avenue embodies a different paradigm, i.e., a different approach to (climate) policymaking. They thus sketch different paths that the EU could follow to align its climate policy with the goal of climate neutrality by 2050.

In this podcast's episode, Benjamin Görlach of the Ecologic Institute, describes how pricing and policy interact to foster a faster energy transition. Interviewed by Michael LaBelle, episode 66 covers everything from the EU's emission trading system, the dominance of electricity for transport and the 4i-TRACTION project – standing for innovation, investment, infrastructure and sector integration.

This policy brief summarizes the results of 17 case studies of non-EU countries. It presents the main lessons and takeaways for the EU along the four challenges that define the 4i-TRACTION project: facilitating integration across sectors, shifting investments, rolling out infrastructure and fostering innovation for a climate-neutral economy.
