Ecologic Institute prepared a background paper for this international conference, which took place on the island of Zakynthos (Greece) on 19-20 May 2003. The main objectives of the event were to examine procedures for non-compliance with the nature conservation legislation of the EU; to offer a forum to discuss possible actions to achieve compliance with European legislation and the overall aim of sustainable marine protection; to provide an opportunity to share best practices and exchange experiences and know-how concerning the sustainable management of marine protected areas and financial instruments for nature conservation; and to deliver results which are applicable to the development of the national park administration and an appropriate conservation strategy on Zakynthos.

Information was collected on: size; geographical coverage; responsibilities; and constitutional set-up, e.g.independence from other administrative bodies. The objective was to assess the organisations' involvement in influencing European activities, their efficiency, restrictions to and preconditions for influencing European environmental policy.

For this study the results of the meeting of the Ad Hoc Working Group on access and benefit sharing of genetic resources, held in Bonn in October 2001, were analysed. The study was compiled in order to prepare the German negotiating position for the Sixth Meeting of the Conference of the Parties of the Convention on Biological Diversity. The recommendations made in this study are based on an assessment of Germany's interests in access and benefit sharing of genetic resources.
