This project supports the next phase of ETS training and capacity building under the auspices of the International Carbon Action Partnership (ICAP). It is commissioned by the European Commission’s DG CLIMA and builds on long-standing cooperation with ICAP to support jurisdictions in developing and emerging economies that are exploring, designing, or strengthening emissions trading systems.
As more jurisdictions develop climate policies under the Paris Agreement, demand is growing for practical support on emissions trading and related carbon pricing instruments. Countries face very different starting points and policy contexts, but many need stronger capacity on ETS design, implementation, MRV, market oversight, allocation, and the interaction with other policy instruments. The project responds to this need through a combination of widely accessible training formats and more targeted technical support.
The project is structured around two main outcomes:
- Outcome 1: Global and regional capacity building activities
This strand provides broad, accessible training for jurisdictions that are exploring carbon pricing or building foundational knowledge. Activities include an ETS e-learning course, interactive tools and simulations, summer schools, regional seminars, master classes, thematic workshops and webinars, and alumni events. - Outcome 2: Bilateral engagement through tailored capacity building
This strand provides more advanced, country-specific support for jurisdictions already working on carbon pricing policies. Depending on needs, activities can include country-specific ETS trainings, targeted thematic workshops, peer mentorship, joint research, and other forms of technical exchange.
Ecologic Institute leads the project consortium and is involved across all activities. As lead partner, Ecologic is responsible for overall project management, coordination with DG CLIMA and the ICAP Secretariat, quality assurance, expert mobilisation, and oversight of delivery across both outcomes. Ecologic also leads on Outcome 1 and contributes substantively to the design and implementation of the project’s training, outreach, and technical support activities. Get2C is a consortium partner with a leading role in Outcome 2 activities, while the Environmental Defense Fund contributes additional technical expertise to selected activities.
