The European Commission's "better regulation" agenda requires that new legislative proposals be accompanied by an evaluation of already existing relevant legislation. This study therefore evaluates the EU Emissions Trading Directive in light of potential changes to it within Europe's overall Climate and Energy Package 2030. The report uses a systematic approach to evaluate the relevance, effectiveness, efficiency, coherence and EU added value of the EU ETS Directive. The study is available for download.

In order to support businesses in improving their resource efficiency, Member States use a variety of approaches, ranging from voluntary to regulatory measures. This study assesses the scope of application of ten relevant measures and provides good practice cases across Member States. Through data gathering on Member State level, this study found a wide range of successful examples of measures, varying by country and region. A number of lessons learnt can be drawn from their application; these are useful for the design of support measures in other Member States. The study is available for download.

The German Federal Agency of Environment (UBA) published a synthesis report in October 2015. The report summarises major findings of the research and discussions undertaken in the project "Global Land Use and Sustainability (GLOBALANDS)", in which the Ecologic Institute played a major role. The synthesis report describes future pathways towards global sustainable land use and presents recommendations for German policy. The report ends with remaining questions, which need further investigation and discussion. It is available for download.

The present briefing provides an overview of the history of the plant, and of the legal measures taken to address the company's failure to comply with applicable environmental legislation, as well as the environmental, economic and health impacts of the lack of environmental compliance. This study, carried out by Ecologic Institute, provides a set of tools, policy frameworks, and contextual information that can help Local and Regional Authorities (LRAs) to develop and initiate their own programs towards successful reaching the Europe 2020 strategy's goals. By linking different ETS, regulators create interdependence: decisions taken in one system have effects on the linked systems. Since ETS are evolving over time, there is a need for joint governance structures, to ensure compatibility of the linked systems, to avoid unwanted inferences, and to prepare for eventual disputes. In this report for the German Emissions Trading Authority, Benjamin Görlach, Michael Mehling and Ennid Roberts have looked into possible solutions for these challenges. This report aims at investigating the participation process in climate change adaptation for 22 European BASE case studies. A description of participatory methods and a further analysis of 9 BASE case studies where there has been a deliberative adaptation process present are given. Based on the results presented, a set of recommendations to policy-makers and practitioners are given. The output from D5.3 will lead up to D5.5, in which a more detailed analytical description of the framework will be given and a meta-analysis of the empirical contents will be delivered.

The EU is currently discussing two overlapping policy frameworks: The Climate and Energy Framework for 2020 to 2030 and the Energy Union strategy. As a key element of the reformed system, the EU intends to reduce administrative burden for member states by streamlining planning and reporting requirements. This report explores the possibility of linking Water Framework Directive (WFD) and Habitats Directive (HD) information by using WISE WFD information on types, ecological status, pressures and measures (EEA, 2012) and HD infor-mation on habitat types, conservation status and threats (EC, 2007). This report takes stock of adaptation planning and measures to date in Europe and globally. Case studies for assessment were selected based on criteria developed in line with the key principles and objectives of BASE. The report provides a general assessment of 136 selected case studies focusing on aspects including types of measure, stakeholder groups involved, sectors, decision support tools (participatory and economic), and funding sources. A further nine case studies are then explored in more detail in regard to measure selection and methods.

The European Environment Agency’s (EEA) report aims to assess whether Europe is meeting the goals of the European Marine Strategy Framework Directive (MSFD). The authors, among them scientists at Ecologic Institute, argue that the European Union is not on a path to fulfill its ambition of achieving sustainable use of its seas; despite being fully capable to do so using the current array of existing policies and knowledge.
