The EU agri-food sector is central to achieving EU climate neutrality, but emissions from agriculture have not fallen fast enough and the sector also faces growing climate risks, as well as environmental, social and economic pressures. Against this backdrop, the European Scientific Advisory Board on Climate Change (ESABCC) commissioned technical support to help assess how EU policy can better strengthen mitigation, adaptation and resilience in the agri-food system.
Key topics covered in the project included:
- Reform options for the post-2027 Common Agricultural Policy (CAP)
- Design options for a potential agri-food emissions trading system (AgETS)
- Policy approaches to address carbon leakage and other international spill-over effects resulting from agri-food climate policies
- Food-system changes such as dietary shifts toward healthier, more sustainable diets
Ecologic Institute led Tasks 4 and 5 of the project, assessing policy options to strengthen climate mitigation, adaptation and resilience in the EU agri-food sector and organised three expert workshops that informed this work. Ecologic Institute also contributed to Task 1, including analysis of measures across the food value chain such as dietary shifts.
