On 24 March 2026, the European Climate Neutrality Observatory (ECNO) will present its new Clean Industrial Transition Monitor and discuss whether current EU policy creates the enabling conditions needed for a successful industrial transformation.

Europe’s industry is facing multiple challenges: high energy prices, weak economic growth and geopolitical uncertainty coincide with the need to modernise production, decarbonise value chains and maintain global competitiveness. The European Union’s response, the Clean Industrial Deal, places decarbonisation at the centre of its strategy to strengthen competitiveness, resilience and strategic autonomy. A key question remains whether existing and upcoming measures provide the necessary framework conditions for implementation.

A successful transition depends on:

  • sufficient and targeted investment,
  • the expansion of clean energy supply and infrastructure,
  • the availability of skilled labour,
  • functioning markets for low-carbon products.

A new monitoring tool for industrial transition

Developed by the European Climate Neutrality Observatory (ECNO), the Clean Industrial Transition Monitor offers a structured assessment of whether Europe’s industrial transformation is progressing at the required pace. The Monitor examines enabling conditions across the full value chain – from energy supply and infrastructure to investment frameworks, demand creation, skills and trade. By focusing on implementation and underlying framework conditions, it provides an evidence-based reality check of current policy efforts.

During the event, participants will:

  • learn about the key findings of the first assessment,
  • explore gaps and bottlenecks in implementation,
  • discuss how existing and upcoming EU initiatives can strengthen enabling conditions,
  • exchange views with experts in industrial and climate policy as well as stakeholders.

The webinar provides a platform for informed discussion on the effectiveness of the EU’s industrial policy framework in supporting the transition to climate neutrality.

The Clean Industrial Transition Monitor provides an evidence-based reality check on whether EU industrial policy is delivering the enabling conditions needed for a competitive and climate-neutral industry.
