Nature-based solutions are central to climate change adaptation. Urban green spaces and water bodies can reduce heat in cities, for example. How can local authorities implement such measures despite limited resources? This paper presents financing options based on practical examples – from crowdfunding to green bonds – and assesses which ones are suitable and when. It also provides recommendations on how the federal and state governments can provide support.
Local authorities are faced with the task of implementing nature-based solutions for climate adaptation, but often have limited financial resources at their disposal. The publication shows how alternative financing options – such as crowdfunding, partnerships with private actors, green bonds, loans or revolving funds – can help to close this gap. Practical examples illustrate which models are suitable for different local authority situations.
The publication is aimed at local authorities of all sizes, in particular administrative staff, planning departments, climate adaptation officers and political decision-makers. The publication is intended to facilitate access to nature-based solutions for climate adaptation for local authorities.
The paper also includes recommendations aimed at state and federal authorities that set framework conditions or develop support services: Local authorities should be better informed about financing options and supported through advisory services, knowledge networks and partnerships. The federal and state governments can also create frameworks to promote cooperation, combine financial instruments and provide targeted support to disadvantaged local authorities.
