Reaching climate neutrality by 2050 in the EU requires strong policy making and monitoring to ensure all areas of the European economy get and remain on track. Over two years (2021-2022) Ecologic Institute completed several related research projects and policy assessments on the functioning and fitness of EU climate policy for a net-zero future. These included a first-of-its-kind assessment of the substance of national long-term strategies (LTS), a scoping paper for an EU Carbon Dioxide Removal strategy, the creation of a Climate Framework Laws Info-Matrix as a new resource to document the substance and status of these legislative instruments across Europe, and a net-zero scorecard as proof of concept for a net-zero monitoring framework developed under a previous project.

In this project, Clean Energy Wire (CLEW) and Ecologic Institute organised a series of 10 online briefing events (webinars) to inform journalists about the key elements and topics of European energy and climate policy. In total, more than 130 journalists from 30 countries participated in the ten events, dissecting topics like the 2030 EU climate target, the UN climate change conference COP26 and the EU's carbon border levy plans. The attendees ranged from journalists representing smaller local publications to those from established media such as Bloomberg, NY Times, the Guardian, Euractiv and Die Welt.

To fulfill its commitments under the Paris Agreement, the European Union plans to increase the ambition of its 2030 greenhouse gas emissions reduction target. As a basis for this debate, in December 2020, the EU Commission published the communication "Stepping up Europe's 2030 climate ambition" and a related Impact Assessment (IA) on raising the 2030 target in September 2019. In the communication, the Commission proposed to increase the EU target to -55% compared to 1990 and presents different policy approaches to reach this target.

Agroecology is widely recognized for its contribution to improving the environmental, climate and social impacts of agriculture. Building on the understanding of ecological interactions in agricultural systems, agroecology supports farmers' ability to deliver ecosystem services, improving sustainability and resilience of agriculture in the face of climate crisis. Sufficient capacity for place-based research and knowledge co-creation, however, are needed to accelerate the transition towards agroecology in Europe. The Horizon 2020 project "European Agroecology Living Lab and Research Infrastructure Network" (ALL-Ready) addresses this need by preparing the ground for a European Network of Living labs and Research Infrastructure.

In Europe, limited information is available about the environmental characteristics of the vehicles stocks and of traded used vehicles in terms of vehicle's air pollutant and CO2 emissions. In this context and on behalf of the European Environmental Agency, Ecologic Institute and Fraunhofer ISI explore available national and European data sources of vehicle stocks and trade throughout Europe and compile the available vehicle characteristics. Based on the available characteristics, the project team derives the environmental performance of vehicle stocks and traded used vehicles and assess respective regional differences in the environmental performance of the vehicles stocks and of used vehicle trade flows.

This publication discusses the penalty regime to be established by the EU Member States to sanction infringements against the recently adopted EU Methane Regulation (EU-MER). In these regimes, (administrative) fines will play a major role. The EU-MER stipulates that the level of fines must be proportionate to the environmental damage and impact on human health associated with the infringement as the core criterion. As part of the FP7 MARS e-conference on the "Future of Water Management in Europe: Reviewing the WFD implementation", Josselin Rouillard presented an overview of key synergies and conflicts between EU policies in the implementation of the EU Water Framework Directive (WFD). After presenting the variety of relevant EU policies, Josselin presented key results from the H2020 project Aquacross on policy integration in EU water polices and the challenges of mainstreaming water policy in sectoral policies. He then presented in more detail the outcomes of a survey of Rural Development Programmes and their contribution to supporting the objectives of the WFD.

<p>Is the existing EU policy framework fit to protect and restore marine biodiversity? Could an upstream approach such as ecosystem-based management be the key to coordinating environmental policies? At the Future Oceans conference titled "Advances in Integrated Ocean Research towards Sustainable Development" held in Kiel (Germany) from 2 until 7 July 2017, Ecologic Institute's Katrina Abhold and Lina Röschel gave short, energetic talks that addressed exactly these pressing issues in the fields of marine science and policy.
