The evaluation of the municipal networks for the period 2018 to 2021 is now published and available for download. 28 projects were funded with Euro 5.66 million, and municipalities contributed almost Euro 3.8 Mio. own revenue for the networking activities. Over the evaluation period, the networks contributed to a reduction in greenhouse gas emissions of 69.2 thousand tonnes of CO2.

The report provides both an overview of general trends and an in-depth account of individual environmental offences. Additionally, the publication contains data on administrative offences relating to the trafficking of protected species. This paper addresses a gap by providing a conceptual basis to further the understanding of security implications of the EU’s transformation to a net-zero economy. It first defines the aspects of security under consideration (Section 2) and proposes a typology to classify fossil fuel exporting countries based on their exposure to world market prices, their capacity to adjust and their importance to the EU in terms of security issues (Section 3). It then takes stock of policy options that can be adopted in other countries to reduce adjustment costs to a changed economic environment (Section 4) and discusses how the EU can support these policies (Section 5). Finally, it highlights key implications for EU policy makers (Section 6).

This report documents the results of three social-empirical research phases, which were carried out as work package 3 in the project "Trend Radar Resource Policy". In each case, citizens from all social milieus were surveyed within the framework of Moderated Research Online Communities on their assessment of trends identified in the project that are relevant to the use of natural resources and on the acceptance of political measures to conserve resources. The results show a high level of willingness to do more individually to protect natural resources, but also the expectation that politicians will create binding framework conditions for this.

As part of this study, stakeholder feedback from the European textile sector was gathered on bottlenecks and enablers for textile-to-textile recycling. Overall, the participating stakeholders distinctly signaled to be open and prepared for ambitious policy approaches. Rural regions in Southeastern and Eastern Europe are facing multiple challenges such as a rural exodus, aging populations, a declining industrial base and low innovation performance. As such, they are particularly vulnerable to the negative impacts of climate change. In response to this, stakeholders in the five BE-Rural regions developed bioeconomy strategies and roadmaps for enhanced rural development. This publication presents short summaries of the regional strategies and roadmaps focusing on the regional context in terms of available natural resources, the social, economic and political context, the strategy development process and the priorities outlined in the strategies.

According to a recent EEA report co-authored by Ecologic Institute, water stress has become a serious problem across Europe and climate change is likely to raise the challenge. The report "Water resources across Europe – confronting water stress: an updated assessment" calls for a shift from crisis management to risk management to prevent irreversible negative consequences for nature and society. The report emphasizes the need for greater water use efficiency and improved ecosystem resilience, as water resources become insufficient to meet the joint demand of humans and nature.

Promising approaches were identified via participatory stakeholder workshops, that could contribute to establishing circular construction in Berlin. Such approaches include a stronger orientation of the legal framework towards the circular economy, for example through an obligation to selective deconstruction in the Berlin Building Code. On the other hand, there is a need for even stronger public procurement of circular approaches in the building sector by facilitating the consideration of life-cycle costs in procurement practice. With the combination of these approaches, it seems possible to establish Berlin as a Circular City in the building sector in the long term.

Natural resource extraction and processing accounted for 23 % of global greenhouse gas emissions in 2015. Therefore, reducing resource use through resource efficiency promises significant contributions to climate protection. This "climate-resource-nexus" has mostly been explored from a scientific, Global North-oriented perspective. In this article, researchers from the Ecologic Institute analyze the potential interactions between climate and resource policy in different world regions. In this analysis, Ecologic Institute focused on four product streams: plastic/packaging, waste electric and electronic equipment (WEEE), batteries and textiles to investigate the four cross-sectional aspects: modulation criteria, size of the fees, cost coverage and revenue use. The analysis suggests a systemic change in EPR and ecomodulation of fees is required which is more focused on waste prevention measures.

The study analyses how global governance processes and international law can contribute to reducing resource consumption and making the utilisation of resources more efficient and effective. The Heinrich Böll Foundation, the book designer Gesine Grotrian and the Ecologic Institute as expert support have worked closely with young people to develop a book for people aged 12 and over that describes the history, production and risks of our plastic consumption in a straightforward, colourful and clearly understandable way. It also shows alternatives and ways out of dealing with plastic and its dangers. The book is available online.

In this paper, Susanne Langsdorf and Laurens Duin explore the Dutch targets and the vision for a circular economy. They shed light on the development, structure and implementation of the Dutch Circular Economy Program and related policy processes, including the established monitoring program. The authors also identify several shortcomings of the program. Finally, they assess what parts of the program could be transferred to Germany.

Plastic pollution in the environment is a global problem with unforeseeable ecological consequences. Despite numerous activities and approaches, there are only a few reliable findings on the input and distribution pathways and the effects on humans and animals. In order to close these knowledge gaps, the German Federal Ministry of Education and Research established the major research focus "Plastics in the Environment - Sources - Sinks - Solutions" in summer 2017 and funded 20 innovative collaborative projects. The aim of the research was to obtain an overall picture of the environmental impact of plastics along their entire life cycle, from production and use to disposal. The aim is also to identify opportunities for improvement as well as options for action, thus creating the scientific basis for holistic strategies and measures. This conference proceedings present the research of the joint projects and work results in the cross-sectional topics.

In this publication, we present the results of an acceptance study in two case study regions in Germany. We investigated farmers' and other soil experts' perceptions of subsoil amelioration as an approach to adapt to climate change. In addition, we analyzed the factors that influence their willingness to adopt specific measures to improve the subsoil. Applying q-method and focus groups, we surveyed overall 86 actors in the agricultural sector. The article is published in Frontiers in Agronomy, Volume 3, April 2021 and is available for download.

The innovation field of construction is a resource-relevant field in Berlin – in 2017, the construction sector accounted for about 22 percent of the raw material input of the state of Berlin. Currently, the recycling rate for mineral construction waste is around 50 percent, and is expected to increase to more than 60 percent by 2030. Circular economy approaches in the field of construction have to cover the entire life cycle: from the design of durable and deconstructable structures to the use-phase and material-preserving re-use to circular business models.

This article by Doris Knoblauch and Hannes Schritt (both Ecologic Institute) is part of the anthology "Einfach weglassen? Ein wissenschaftliches Lesebuch zur Reduktion von Plastikverpackungen im Lebensmittelhandel" (Simply Omit? A Scientific Reader on the Reduction of Plastic Packaging in the Food Trade). It deals with the emergence of plastic packaging in Germany and its known environmental impacts. The authors demonstrate that there is a close correlation between the amount of plastic packaging produced and the gross domestic product (GDP) - which, interestingly, is stronger than the correlation between GDP and packaging overall. In this context, avoidance strategies and improvement options for the circular economy are discussed.

The discussion about plastic waste is anything but new for German municipalities. In fact, as early as the 1980s, numerous German municipalities were experimenting with plastic waste prevention regulations and waste prevention in general. A further impetus for plastic waste prevention was provided in the early 1990s with the discussions on the introduction of a nationwide packaging ordinance. After almost three decades of stagnation – including setbacks with regard to the expansion of return systems and the increase of single-use packaging – the issue of plastic prevention and packaging reduction in municipalities is now receiving renewed attention as a result of increased societal awareness and political regulations at EU level.

Bioeconomy currently enjoys a high political priority; at the same time, the concept, which last received a boost in 2018 in the form of the updated EU Bioeconomy Strategy, is not without controversy and contains many conflicting goals. This is where the article by Zoritza Kiresiewa (Ecologic Institute), Franziska Wolff and Martin Möller (both Öko-Institut e.V.) comes in. The authors argue that bioeconomy can only contribute to the achievement of sustainability goals if the political framework is appropriate. Whether or not strategies will have an impact depends on each individual case. Bioeconomy pathways should be designed and tested accordingly.

SDG 12 'Ensuring sustainable consumption and production patterns' aims at the necessary changes in our lifestyles and ways of doing business. Together with Adelphi and Wuppertal Institute Ecologic Institute set-up a database of activities in Germany, which contribute to implementing SDG12 in Germany. On 17 September 2020, the European Commission proposed to raise the EU climate target for 2030, so as to reduce greenhouse gas emissions by 55% compared to 1990. In this policy brief, CLIMACT and Ecologic Institute unpack the Commission's impact assessment for the new target. The brief analyses key policy options and analytical results and compares them to recent studies, in particular CLIMACT's 2030 modelling results. Within the framework of the tightened target, the EU Commission proposes to extend the EU Emissions Trading Scheme to buildings and road transport – a major change to the EU's current climate policy architecture. The team discusses potential implications and provides context to the sectoral developments and policies. The briefing highlights key points where the Commission diverges from other studies, identifying climate mitigation potentials that merit more attention in future analysis.

In this publication for the German Federal Environment Agency, the project team (Oeko-Institut, Ecologic Institute, University of Mannheim and the Institute of Development Studies) formulates requirements for a sustainable bioeconomy from the SDGs of the 2030 Agenda. They highlight that the policy goals behind specific implementation have a major impact on the sustainability of the bioeconomy. The positive potential can be unlocked primarily through goals such as ensuring global food security and reducing fossil fuels.

Sustainable use of natural resources in the long term requires not only the application and dissemination of resource-saving technologies and infrastructures, but also changes in individual and collective behaviour and social practices. Against this background, different methods were combined in the project "Trendradar Resource Policy" to identify and evaluate societal trends and resource policy measures. Using trend analysis, 20 socially relevant trends were identified and qualitatively described. These trends were then empirically reflected by eliciting perceptions, attitudes and interpretation patterns of the general population in a three-week Moderated Research Online Community (MROC). At the same time, policy measures were identified and qualitatively assessed in terms of relevance and possible barriers to implementation.

This background paper provides an overview of existing and new laws and initiatives regarding plastics in Germany and the EU. Despite the multitude of approaches, guidelines and laws, regulatory gaps remain. The greatest need for action exists in the areas of strengthening recycling and use of recycled plastics as well as waste prevention. Waste prevention remains the unwanted child in the resource discourse, although it almost always represents the best option in terms of environmental policy.

This commentary contributes to the discussion on the recently released Draft Guidelines on Uniform Framework for Extended Producers Responsibility (EPR) by India's Ministry of Environment, Forest and Climate Change. The authors argue that the draft guidelines fall short of fulfilling its purpose for three reasons. Basing their recommendations on learnings from experiences of developed countries with mature EPR ecosystems and contextualizing the same for ground realities of India, authors provide a 6-point agenda to address the issues raised.

This article (written in German) examines various policies and approaches that are currently being implemented or planned as solutions to the plastics crisis. It becomes clear that in national and international policies plastics are mainly described as a problem of waste management and that solutions are oriented accordingly. As a consequence, there are numerous regulations for the recycling of plastic waste in Germany, while waste prevention is rarely addressed. The perception of the plastics crisis as a problem of waste management also leads to a transfer of responsibility to individuals, who, however, have only limited room for manoeuvre compared to industry and politics.

The Ecornet Berlin website was developed, implemented and designed by Ecologic Institute. It served the public communication of the project's goals, events and results.

In July 2020, the Federal Environment Agency published the trend report "Meat of the Future", which analyzes the environmental impacts of plant-based meat substitutes, edible insects and in-vitro meat.
