More green spaces and trees can help nature thrive in cities. But how much they actually contribute to biodiversity depends on their ecological quality, how well they are connected and how they are managed over the long term. This discussion paper identifies the conditions cities need to develop and maintain high-quality urban nature.

The triple planetary crisis is a systemic challenge, not three separate issues: climate change, biodiversity loss, and pollution reinforce one another through shared drivers and feedback, threatening planetary and human well-being. It is driven by fossil fuel dependence, unsustainable production and consumption, overexploitation of land and resources, and structural inequalities. The analysis concludes that the triple crisis can only be effectively addressed through systemic, cross-sectoral, and justice-oriented approaches. By linking resource governance, NbS, and transformative change, this report highlights how today’s triple crisis can be turned into an opportunity to regenerate ecosystems, reduce inequalities, and build resilient societies within planetary boundaries.

Humanity has already exceeded six of the nine planetary boundaries, with climate change, biodiversity loss, and pollution pushing the Earth system beyond its safe operating space. Because these boundaries interact through complex feedback loops, surpassing one accelerates pressures on the others, creating cascading effects that amplify environmental degradation. This interconnected dynamic is driving a systemic triple planetary crisis, or polycrisis, that undermines ecological resilience and threatens long-term human well-being. Addressing it requires integrated, cross-sectoral approaches that tackle shared drivers and deliver co-benefits across environmental and socio-economic domains.

Funding the implementation of the law is a key aspect and a point of tension in the negotiations. This policy brief addresses three questions: 1.) How much will implementing the NRL cost and how much funding is available? 2.) How can Member States mobilise funding for nature restoration? 3.) How do the economic benefits brought by nature restoration compare to its costs?

It provides a critical assessment of global mitigation potentials of NBS in forests, croplands, grasslands, terrestrial and coastal wetlands, and settlements and provides recommendations for international climate policy such as under UNFCCC. The results show that the potential of NBS to mitigate emissions is probably overestimated in the scientific literature due to various factors. Nevertheless, NBS can bring multiple benefits for people and the environment and should be promoted actively.

Nature-based solutions (NBS) are solutions that are inspired and supported by nature. They can be used in urban settings to complement or replace "traditional" or "grey" solutions to perform functions, such as thermal insulation and stormwater retention and filtration. Focusing on addressing climate change, this catalogue presents a wide selection of NBS that exemplify high climate mitigation potential and applicability across a range of urban contexts.

However, while many policies were shown to have strong explicit support for sustainable urban development, these often lack mandatory policy instruments.

The circumstances under which different ecosystem service benefits can be realized differ. The benefits tend to be coproduced and to be enabled by multiple interacting social, ecological, and technological factors, which is particularly evident in cities. As many cities are undergoing rapid change, these factors need to be better understood and accounted for, especially for those most in need of benefits. We propose a framework of three systemic filters that affect the flow of ecosystem service benefits: the interactions among green, blue, and built infrastructures; the regulatory power and governance of institutions; and people's individual and shared perceptions and values. We argue that more fully connecting green and blue infrastructure to its urban systems context and highlighting dynamic interactions among the three filters are key to understanding how and why ecosystem services have variable distribution, continuing inequities in who benefits, and the long-term resilience of the flows of benefits.
