Progress in Managing the Environment

On 21 May the Kiev report "Europe's environment: The third assessment" was released in the run-up to the meeting of Environment ministers from the wider European continent in Kiev, Ukraine, which was organised by the UN's Economic Commission for Europe (UN-ECE). Chapter 13 dealing with progress in managing the environment was drawn up with the joint help of Ecologic and IEEP London.

Air Pollution Abatement Planning

The workshop aims at continuing and intensifying the process of an international exchange of experiences with the on-going activities which was started by a workshop in September 2001 in Bruges. It will focus on the exchange of information regarding experiences in the field of air pollution abatement measures - both their planning (drawing up action plans according to art. 7 (3) and preparation of plans or programmes according to art. 8 (3) of the Framework Directive) and their implementation. The workshop will serve as a forum for exchanging experiences on the national implementation of the EU air quality directives with emphasis on air pollution abatement measures. Read more

Simon Marr and Sebastian Oberthür have together with Christoph Bail co-authored a chapter which has been published in one of the leading German handbooks on European and German environmental law. The chapter, entitled "Climate protection and law", appears in the Handbuch zum europäischen und deutschen Umweltrecht, which is edited by Hans-Werner Rengeling.

Climate Dialogue of Bavaria

14 November 2002
On 23rd October 2001 the European Commission presented the proposal for a directive establishing a scheme for greenhouse gas emission allowance trading within the Community. The proposal plans a collective European approach to trading with emission allowances, which should come into effect by 2005. The objective of this workshop, that took place one year after the publication of the proposal, was to gain an overall view of the discussion process and to draw up a first summary. Read more

Climate Protection by Environmental Fiscal Reform in the Areas of Transport and Households - Expert Interviews at European Level

Within a project by the Cologne Center for Public Finance (FiFo), Ecologic presented the state of the art of fiscal policy instruments for climate protection in the areas of transport and private households. The report is part of the project "Ökologische Finanzreform - Weiterentwicklung der Ökologischen Steuerreform unter Klima- und Energieaspekten" ("Environmental Fiscal Reform - further development of the Environmental Tax Reform from climate and energy points of view"; FKZ 202 14 195) in behalf of the German Federal Environmental Agency.

Development of a national Emissions Trading Scheme

September 2002 to April 2003
In order to implement its obligations to reduce greenhouse gas emissions, as required under the Kyoto Protocol, the European Community elaborated a directive establishing a community-wide greenhouse gas trading system. Ecologic has been commissioned by the German Federal Ministry for the Environmemnt to analyse the legal framework for implementing the directive in Germany and also to draft the implementing legislation.
